1 Peacekeeping and Stability Operations Institute The Army’s only organization for Peace and Stability Operations at the strategic and operational level UN Peacekeeping Mission Unit 3/Part 2: MDMP/MCPP Comparison Classroom Instructional Briefing

2 Learning Objective At the conclusions of the session, US trainers will: Understand the similarities and differences between the US Military Decision Making Process (MDMP) and the UN Military Component Planning Process (MCPP)

3 Agenda References Purpose Comparison of MDMP & MCPP Summary/Conclusion
Receive the Mission vs Guidance Mission Analysis COA Development COA Analysis & Selection Produce the Plan Summary/Conclusion

4 References UN DPKO-OMA: Military Planning Process for Peacekeeping Operations, 2009 US Army Tactics, Techniques & Procedures (ATTP) The Planning Process (SEP 2011)

5 Comparison of MDMP and MCPP
Receipt of mission Mission analysis COA development COA analysis COA comparison COA approval Orders production Rehearsal Execution Guidance COA analysis and selection Develop CONOPS and Plan MDMP MCPP These are the seven steps to the MDMP. Each step’s input builds upon or ties in with the previous steps. As will the output tie in with subsequent steps. The military decision-making process is similar to problem solving techniques we’ve learned in the NCO education system. Basic problem solving: Identify the problem. Investigate. Come up with possible solutions. Analyze the solutions. Select the best solution. Implement. The MDMP has similar steps: Receive the mission. Conduct mission analysis. Develop courses of action. Analyze those courses of action. Decide on a course of action. Execute.

6 Receive the Mission vs Guidance *MCPP Guidance Step is more detailed
MDMP MCPP Alert the staff & other key participants Gather tools needed to conduct mission analysis Manuals Documents related to mission & OE Intel assessments Outside agency products Standing operating procedures Running estimates Design products Update running estimates Conduct an initial assessment Issue the commander’s initial guidance Issue a warning order (WARNO 1) Collect DPKO Guidance Materials: UNHQ Strategic/Operational Estimates Technical Assessment Report Secretary General’s Report Rules of Engagement Integrated Strategic Framework Mission Concept CONOPS HQMC Directive Troop Contributing Country (TCC) Guidelines Input from other Programmes & Agencies Study initial assessment of OE Prepare/update staff estimates Conduct quick time estimate Issue initial warning order These are the seven steps to the MDMP. Each step’s input builds upon or ties in with the previous steps. As will the output tie in with subsequent steps. The military decision-making process is similar to problem solving techniques we’ve learned in the NCO education system. Basic problem solving: Identify the problem. Investigate. Analyze those courses of action. Decide on a course of action. Execute. *MCPP Guidance Step is more detailed

7 *Army MDMP completes actions MCPP covers in Guidance Step
Mission Analysis MDMP MCPP Analyze higher HQs plan or order Perform IPB Determine specified/implied/essential tasks Review available assets Determine constraints Identify critical facts and assumptions Conduct risk assessment Determine CCIR& EEFI Determine initial ISR requirements Plan use of available time Develop initial info themes/messages Develop restated mission Conduct mission analysis brief Approve restated mission Develop initial, proposed Cdr’s intent Issue Cdr’s guidance Develop COA evaluation criteria Issue warning order Review AOE Analyze higher HQs mission/intent Identify specified, implied & essential tasks Determine constraints & restrictions Conduct operational risk assessment Troops to task assessment Identify & analyze critical facts & assumptions These are the seven steps to the MDMP. Each step’s input builds upon or ties in with the previous steps. As will the output tie in with subsequent steps. 8 *MDMP/MCPP COA Development are very similar
Inputs Process Output Approved problem statement Approved mission statement Initial CDR’s intent & planning guidance Design concept Specified & implied tasks Assumptions Updated running estimates & IPB products Assess relative combat power Generate options Array forces Develop a broad concept Assign headquarters Develop COA statements & sketches Conduct COA briefing Select or modify COAs for continued analysis CDR’s selected COAs for war-gaming with COA statements & sketches CDR’s refined planning guidance, to include: War-gaming guidance Evaluation criteria Updated assumptions These are the seven steps to the MDMP. Each step’s input builds upon or ties in with the previous steps. As will the output tie in with subsequent steps. 9 COA Analysis & Selection
MDMP (Conducted in 3 Separate Steps) COA Analysis & war-gaming – conducted against enemy COAs COA Comparison - Each COA compared based on the same criteria COA Approval - Staff recommends COA in decision brief; CDR decides on best COA These are the seven steps to the MDMP. Execute. MCPP Inputs Process Output Conflict parties’ COA COA statements/sketches Staff estimates List of assumptions List of critical events Risk management chart ROE Conduct COA testing (war-gaming) Conduct COA evaluation & comparison COA testing results Task organization CCIR Control measures Decision brief Synch matrix Warning Order No.3 *MCPP COA Analysis & Selection Combines 3 MDMP Steps

10 *MCPP Does not address Rehearsal
