1 JEFFERSON LAB LCLSII CRYOPLANT INSTALLATION PACKAGE DIRECTOR’S PROGRESS REVIEW Welcome and Introduction Stuart Henderson June 1, 2017

2 Context JLAB is responsible for the design of the LCLS-II Cryogenic Plant (CP) and for the majority of the technical package that will be used by SLAC to contract with a General Contractor (GC) for the execution of the CP installation. The contract shall be a lump-sum, fixed-price contract. Prior to SLAC Request For Proposal (RFP), a Final Design Review (FDR) of the Installation Package shall be carried out at JLAB on July 17th. With an estimated cost of $ 15,000,000, and a 1-year span on the critical path, the installation brings significant cost and schedule risks to the project. Following May 2017 “LCLS-II Director’s Review” recommendations, a Director’s Progress Review is organized to assess the schedule and resources needed to complete JLab’s installation package scope.

3 Charge The review committee is charged to assess JLab’s installation design deliverables, their maturity and level of detail, and to evaluate if the engineering planning in place will allow completion of the package on time to allow for a FDR on July 17th. To carry out this charge, the review committee should provide answers to the following questions: Are Jefferson Lab’s deliverables properly identified in terms of scope and level of detail? Is the format of package deliverables and level of detail adequate for the bid and for project execution? Is the present status of the JLab scope well-described and understandable? Is the remaining work required to complete the JLab scope properly identified? Is the plan to complete credible, sufficiently detailed and appropriate? Are the resources in the plan adequate, properly identified, and available? Is Jefferson Lab providing the support and resources required to meet the project schedule for JLab’s cryoplant scope?

4 Finally… We’re taking the completion of Jefferson Lab’s CP installation package deliverables very seriously We’ve taken recent actions to augment both the technical workforce and management oversight, tracking and analytics We’re going to describe The scope for which Jefferson Lab is responsible Our status in delivering that scope Our plans to close out the work I’m asking for your honest assessment Is the scope well-defined? Is the plan to close out the work credible? If not, what is your independent assessment of our timeline for completion?
