OPM TMA, an ID/IQ contract, was awarded to Sigmatech by the Office of Personnel Management on 29 October 2007 for a period of five years whose sole purpose is to create a comprehensive, end-to-end service model that Government agencies will find responsive to their needs. Type of work required includes: analysis, design, development implementation, and evaluation of customized training programs, job aids, and enterprise-wide performance support strategies and tools. Examples of products to be delivered include: classroom based training materials, print-based instructional materials, CBT, WBT, blended learning solutions, and learning, management and information systems development. Aerospace technical services and information technology corporation Incorporated 14 July, 1986 Employee-owned Diversified Government and commercial customers Small business with $30M in annual revenue Sigmatech was founded by Dr. Gurmej Sandhu 22 years ago, as a technical services provider for Government Defense and aerospace organizations. You can see that we are no longer the small company that we were when the contract was bid. Our experience has resulted in: A very seasoned management staff. A Defense Contract Auditing Agency accepted accounting system, Deltek Cost Point, and have a staff fully capable of using the system. We have a process that assures responsive invoicing and payment to subcontractors. We have a contracting staff that is fully capable of working with Government Contracting Organizations, and working with team partner companies, both large and small We have a Government Furnished Property System in place and manage Government Furnished Property routinely. We use a Web-Based Electronic distribution system for task orders and to provide timely communications with our team mates. This enables them to keep informed and be responsive to your requirements. The first short demo we have is called the DEUCE. It was built as a supplemental training CBT for the ARMY for a prototype bulldozer that was in its final stages of field testing before being deployed. The problem the army had was a limited quantity of the prototypes and the soldier had a limited time of hands-on training; also, the typical operator of this machinery is an 18 to 21 year old. The DEUCE has a rigorous maintenance schedule, but the soldiers weren’t adhering to it. The CBT addressed the issue of limited access by creating a virtual environment that the soldier could explore both inside and out and familiarize themselves with the equipment, so that when they did have access, they would be ready. Second, all the exercises were based off the information in the manual, so instead of reading a manual, the soldier could test his knowledge of the procedures and equipment in a more engaging game-based scenario. Finally, it assessed the soldier’s performance so that at the end of the exercises, they and their instructors could see which areas they needed more practice. In this example, the user is asked to identify the location of nine items within the cab of the DEUCE. Using virtual reality, the soldier looks around the cab and clicks on the items. There is a references tab at the bottom of the screen that allows the user to look up the answer. Note that the clock has stopped ticking while they do this because the soldier is not penalized for trying to find the right answer. If the quick answer is not enough, they can also access a PDF of the manual that goes directly to the page in which this exercise is based. Once the help window is closed, the timer begins again. As the timer ticks down, the red army advances closer, but for every answer that is correct, a portion of the advancing army is destroyed until finally all the items are found or the time runs out. At the end of the exercise, the “sergeant” alerts the user as to how well the task was completed, and if there are any lessons learned that need to be reviewed. Finally, at the end of all the exercises, the soldier’s performance is evaluated to show which exercises need to be revisited or completed again. This information is also saved to a 3.5 inch disk that would be given to his instructor for evaluation and credit. Sigmatech Proprietary Information

SigmaRapid is a web-based collabrative software tool for developing e-learning / e-commerce products As a Corporate investment, Sigmatech has developed a collaborative development environment, SigmaRapid, which supports the direct customer involvement during all phases of course development. We continue to add capabilities and make improvements to enhance the user interaction. Its use has greatly improved our products as it is integral to the execution of our standard ADDIE process. ADDIE = Analysis, Design, Development, Implementation, and Evaluation. Sigmarapid is a web-based development tool supporting requirements analysis, storyboard generation, web page development, and test and checkout. At each phase of development the customer has full visibility and ability to make comment and ultimately to approve each process step. As a direct benefit, SigmaRapid helps to eliminate surprises at the end, by providing what the customer needs and wants. We implement training products fully usable by hearing or vision impaired. In our tool kit is standard testing sofwtware, such as the Advanced Distributed Learning, or ADL Conformance Test Suites and Run-Time Environments which evaluate our products for SCORM compliancy as part of our testing and quality processes. Sigmatech has plans to pursue ISO 2000 certification later this year, but in the meantime our Quality Management process focuses on defined processes, rigor in following these processes, and an assurance process that confirms compliance through independent evaluation. We will execute this quality control process for all our products and will perform a similar role when the training product is developed by one of our subcontractors. We will participate in the project planning and will concur in the project plan and the subcontractors quality process. We will track the development and perform periodic surveillance to ensure compliance with user requirements. Finally we will participate is the final review and product acceptance processes. The Quality Manager will focus on assurance that the project development team has performed the appropriate quality planning, will audit the process to insure compliance with the plan, and finally has approval authority in execution of the quality control process. Sigmatech Operations Earlier we saw Sigmatech’s organizational chart on a higher scale. We also saw how SigmaRapid as a virtual development tool puts the stakeholders, customers and subject matter experts into the training development process at any time and from any place. Now lets look at it from the perspective of who is readily available to support OPM and the customer desiring training. Organizationally, we have two people in the National Capital Region who are immediately available and responsive to the OPM project managers--our PM, Andy Pasternak, and our Customer Representative, Toni Sepulveda.
