Current Efforts in Developing Principal Performance Evaluation Frameworks in Illinois Gail Fahey, DuPage ROE Diane Rutledge, LUDA

2 Parallel Efforts Fall of 2009 IPA, IASA, LUDA, and ISBE came together to develop a model for principal performance evaluation for the state as a response to a need identified by principals. DuPage ROE Leadership Steering Committee October 2009 request to monitor ISBE efforts for Rt3 application impacting principal and teacher evaluation requirements.

3 DuPage Charge Purpose-February 2010
To provide DuPage school districts with a revised ROE principal evaluation tool and a Performance Evaluation Reform Act “PERA” (PA ) compliant framework which can be adopted/adapted for local district use by April 1, The goal is to create a comprehensive, robust framework which also addresses the requisite training on the instruments and process using traditional and web-based delivery systems as appropriate.

4 IPA/IASA/LUDA/ISBE To develop a statewide principal evaluation process and identify exemplary tools, aligned with Illinois Learning Standards, and Race to the Top criteria.

2007 PA and • PA 0861 (PERA) Membership  Membership Framework  Framework Tool  Resources IPA requested a statewide consistent model from IASA with consultation from LUDA and participation with ISBE

Representative work groups Accessed IL-SAELP resources Reviewed exemplary statewide frameworks including: Ohio, Iowa, Delaware, North Carolina, Connecticut Reviewed various evaluation instruments Utilized nationally-recognized consultants – Marzano, Murphy, Reeves, Ed Iwanicki Utilized local resource-Learning Point

9 The Performance Evaluation Reform Act of 2010
Evaluated in writing at least once every school year as in PA1039 but now 3/1 Take into consideration the principal’s specific duties, responsibilities, management, and competence as a principal Specify strengths and weaknesses with supporting reasons Ratings of excellent, proficient, needs improvement, and unsatisfactory

10 PERA con’t. Provide for the use of data and indicators on student growth as a significant factor in rating the principal’s performance. Align with researched based standards and professional competencies Provide for an evaluator training program for supt. or designee

11 Next Steps DuPage ROE-maintain principal evaluation revision committee in place, provide them with PEAC updates, and continue with project TBD. LUDA/IPA/IASA/ISBE - review and react to final draft of work group and hand-off Principal Evaluation Advisory Council will have these two documents to form foundation for their work.
