2 Anthrax 1 Epidemiologist for 150,000 people and 2000 sq. miles
The first approach for protection is to increase the number of epidemiologists. Currently in the US there are less than 2000 Anthrax experts Anthrax in the US.

3 Epidemiologist eyes These 2 football stadiums represent about 150,000 people. One set of epidemiologic eyes could never prevent a bioterrorist attack. Doubling the number of epidemiologist would still be insufficient.

“They attacked without warning, with no concern over their own lives. The attacks were sporadic, almost random events, but often with considerable planning. The weapons were primitive, but highly affective. Newspapers reported about the attacks all over the world. The attacks were attacks against Americans, all Americans. Many in the US wanted to kill them all.” This description of terrorists did not come from the year 2002, but rather in 1802.

On the frontier there were not police. The military were often days away. The Indians attacked viciously. Homeland defense evolved with the settlers working together to watch over each other. This was the first development of a neighborhood watch in the US. Neighborhood Watch

7 Neighborhood Watch Civil Defense Block Parent
50,000,000 Participants Crime Reduction of 25-75% In the past 30 years various forms of civil defense has evolved, including neighborwatches, CD, and block parents. All we want to do is to move the concept onto the Internet. It has been estimated that there are 50 million participants. It has been estimated that there is 25-75% reduction crime, potentially we could achieve the same risk reduction for terrorism. Is there any other approach that with this magnitude of risk-reduction.

10 Trusted Networks Trusted networks are like a neighborhood, but on the Internet. These are groups of friends working together on the outlook for bioterrorism related precursors. The is a leader of the group, and direct connections to police should something be found. The internet is the primary means for information exchange, however, telephone, or visits can be used to verify Internet information exchange, and prevent spoofing.

11 I- There already is a neighborhood watch on American On Line, to prevent especially childhood pornography and stalking. It would take little to add a button to this to rapidly build an Internet Civil Defense.

Psycho & Birds = Deaths: Kangaroos = Lightening= Viewed in relationship to morbidity and mortality, two of the most frightening events in the past 50 years, that of bioterrorism and Hitchcock’s movies, few were killed. In contrast, kangaroos killed more people in Australia, than bioterrorism, but we are afraid of bioterrorism, not of kangaroos.

Growth of Lectures The Supercourse is a share-ware system. Lectures have been collected with global leaders in prevention, and put onto the Internet. We have been successful in obtaining outstanding lectures. Overall there are 640 lectures available.

We have developed a system of just in time lectures such that should an event occur, within days we can develop a lecture, and continue to change the lectures as events unfold.
