The first approach for protection is to increase the number of epidemiologists. Currently in the US there are less than 2000 Anthrax experts Anthrax in the US.

On the frontier there were not police. The military were often days away. The Indians attacked viciously. Homeland defense evolved with the settlers working together to watch over each other. This was the first development of a neighborhood watch in the US.

In the past 30 years various forms of civil defense has evolved, including neighborwatches, CD, and block parents. All we want to do is to move the concept onto the Internet. It has been estimated that there are 50 million participants. It has been estimated that there is 25-75% reduction crime, potentially we could achieve the same risk reduction for terrorism. Is there any other approach that with this magnitude of risk-reduction.

Trusted networks are like a neighborhood, but on the Internet. These are groups of friends working together on the outlook for bioterrorism related precursors. The is a leader of the group, and direct connections to police should something be found. The internet is the primary means for information exchange, however, telephone, or visits can be used to verify Internet information exchange, and prevent spoofing.

There already is a neighborhood watch on American On Line, to prevent especially childhood pornography and stalking. It would take little to add a button to this to rapidly build an Internet Civil Defense.

One of the best ways to reduce fear is to provide information to people. We have developed a system of just in time lectures such that should an event occur, within days we can develop a lecture, and continue to change the lectures as events unfold. We have established this already with a just in time lecture with regard to airline safety.
