3 The French political/geographical organization
There 4 levels of governement in france National (state) : Gouvernement Regional government ( 22 regions) : Conseil régional Sub-regional “departement” (96 departements) : Conseil général local Communes (36500 communes) Conseil municipal

4 The French political/geographical organization
Each level is responsible for the administration in the domains for that is assigned to it by law. This means that the national governement cannot give orders to a local government The national governement have local representatives in each « departement » (préfet), and in each region (“préfet de region”), which is the head of local branch of national administration

5 Examples of different areas of responsibilities
In the field of public education : - state government is in charge of the programs and the teachers - “Region” is responsible for equipments in senior high schools - “département” is responsible for equipments in junior high schools - “”communes” are in charge of equipment for elementary schools”

-“Région” is mostly in charge of economic developement general infrastructure investments programs (eg railways) - “Département” has some special areas of responsibilitys of delivering social aid (this has nothing to do with health insurance and retirement allowances, that are delivered by public organization)

- “Commune” area of responsability includes urbanization and most local services It is in charge of most of the direct relation to the user. Eg : civil register (birth certificate), delivery of ID cards. ‘Most of the procedures delivered by “commune” involves actually state administration) Most important:The end user often does not make the difference of who eventually delivers the service

To give an overview of the situation of public internet sites in France : 4922 public web sites on 1st oct 2002 among them : 818 are at national level 488 are at regional level 758 are at departemental level 2858 are at local (communal) level

9 Coordination of e-gov Coordination for state governement
3 main bodies are in charge of coordinating e-governement in France DIRE, COSA, ATICA Decisions are made in “Interministerial comitees” where each relevant minister is represented, but local governnement are not These bodies are competent to give prescriptions to autorities belonging to state govt There is no national board (kind of steering comitee) where local government are represented.

There are some institutional associations that represent officially the local governments Association des maires de France Assemblée des départements de France Associations des régions françaises e-gov issues are also discussed in professional associations or ad hoc groups, set up at a national or regional basis Working groups Working groups are organized by state government institution in which representants of local government are invited to participate

12 Public internet sites The portal service-public.fr
The portal is the portal for all public services. It give access to all public sites, and not only state government web sites (that is why it ends with .fr and not .gouv.fr The co-ordination is made by a committee in which the local governments are represented by their “official” associations. avoiding duplication : citizen guide In order to avoid duplication of work, every local site is required or advised to make a link to the “guide for rights and procedures” and to the on line forms, instead of writing his own pages

Going further : sharing the efforts : the co-branding program (co-marquage) specializing roles State governments elaborates and distribute state level valid information to the local site Local government completes with local information (this can be address, schedule of business information, or even special local on line procedure) Which data Practical Information of “droits et démarches” links to other on-line ressources ressources

Co-marquage : how it works? What the local site has to do? Provide a local data base use the national data Two option In house development National information is delivered free of charge in XML format . Local site needs computer expertise to integrate local data Use a mutualised platform for on line local data

15 Public internet sites “co-marquage”
Mutualised platform This can be used by a local governemt form a small fee. It can incorporate local data with national data elaborated at the national level. This platform is operated by a public company (Caisse des depots et consignations) whose business is to provide services(mainly financial) to local governments. Benefit for the local site a platform and data at low cost Benefit for the user national and local data together Exeriementation has been conducted since Sept 2001 and generalization started

16 Co-marquage : the future
This model can be used to deliver further services eg : a template of an online service available on the platform, that can be used by local sites delivering of birth certificates
