2 1996 Royal Commission on Aboriginal People
-A Canadian report that acknowledges that self determination is a BASIC RIGHT for all Canadian Aboriginals -recommends 3 forms of SELF GOVT for Aboriginals that are negotiating treaties and pursuing self-determination 1. Nation Model 2. Public Model 3. Community of Interest Model

3 Models of Self Gov’t  Nation Model
1. Nation Gov’t Model: -local gov’t controlled by FN group Main Focus: land and community -only registered members of the community would be governed by the FN gov’t -laws created by FNs for FNs in the community -UNIQUE CONSTITUTION that reflects FN values -This model would work for: semi urban FN (large reserves next to urban centres)  EXAMPLE: WEST BANK

4 Models of Self Gov’t  Public Model
2. Public Gov’t Model: -similar to provincial or town government -FN gov’t has control over ALL people who live in the area -- not just Aboriginals -most prevalent in an area where the bulk of the population is Aboriginal -this model would work for: rural FN groups (those that live in remote areas with large land base)  Example: NUNAVUT

5 Models of Self Gov’t  Community of Interest Model
-Aboriginal group would have control over SERVICES relevant to their community  education, health, culture, housing, -Aboriginal gov’t works in PARTNERSHIP with gov’t of their area  both gov’ts SHARE RESPONSIBILITIES -this model would work for: Urban FNs (those that have traditiaonl lands in large cities)  Example: Musquem
