6 The Value Chain The formulation of HVC’s in support of USSOCOM’s conduct of FID and HA missions will enable a much broader range of activities to occur simultaneously, providing a more fertile environment for a return to economic stability or sustainable development while offering significant value to all HVC partners. 9 Competitive Advantage
Creating access for business/corporate participants to normally denied markets provides inhabitants options for sustainment and development. Denies vital terrain and resources to transnational terrorist orgs. Conduct of FID in the context of HVC that includes interagency partners (DoS/USAID), NGO’s, Businesses, Regional Affiliates, and/or Allies creates an environment in which multiple security, stability, and development activities occur simultaneously. Human needs are met evenly and the Host Nation can begin to focus on longer term goals Diversity of the operation prevents the toxic perception that the US Government is engaged in manipulation/control and strengthens the position of the Host Nation both internally and externally. Additionally, inhabitants of regions critically affected receive a comprehensive package of services and support. FID/HA with HVC Competitors (PRC, PRNK, and traditional UN activities w/o US) are one dimensional and offer either infrastructure development or military enhancement/training or Humanitarian Assistance, but not all of these.
