5. Purpose of the Monitoring Team
Why a Monitoring Team?
LIFE projects cover a broad spectrum of themes
a high number of active LIFE projects
limited internal human resources at the European Commission
What is the role of the team?
assistance to European Commission
advice to beneficiaries
but not to make decisions on the Commission’s behalf and not involved in the management of financial resources

6. Monitoring & Assessment
Assist the Commission with monitoring
and assessing ongoing LIFE Environment projects
Report evaluations
Visits to projects at least once a year
Technical verification
Ex-post evaluations

7. Support Provide support to LIFE beneficiaries
assistance and advice to projects on reporting, the Common Provisions and other issues
act as a ‘technical interface’
encourage exchange of experiences and stimulate creation of thematic networks
But we are advisors - the Commission is NOT bound by our opinions!
E.g. review of draft reports before they are sent to the Commission – in this way, if there are issues that would not pass through the Commission, a lot of time can be saved.

But one monitor up to 20 projects!
DO NOT WAIT UNTIL THE LAST MINUTE TO ASK A MONITOR ABOUT HIS/HER ADVICE.
One monitor will, as far as possible, follow the same project throughout. However, the monitor may have up to 20 projects to follow. This means that the monitor can run into ”peak” periods e.g. if a lot of projects need assistance at the same time and time constraints could become a problem.

10. Working with the Monitoring Team
Always keep the Monitoring Team informed
Always send one copy of everything that goes to the Commission to the Monitoring Team
Send a draft copy of reports to the Monitoring Team
But note - the Monitoring Team provides support; our approval does not mean acceptance by Commission!
