Focus Group on Disaster Relief Systems, Network Resilience and Recovery
Ten (10) service proposals as output from the Focus Group were outlined

Commercial LTE for “non mission critical data” and
Private LTE for “mission critical data & voice”

5. SUMMARY of presentations (3/6)
ATIS activities were presented (including standards development as well as regulatory requirements and guidance plus joint activities with TIA) across the four general types of Critical Communications in addition to Device-to-Device (M2M, ITS)
Supports “ a global standard to fulfill public safety requirements”
Supports interworking with existing systems and the seamless transfer & migration to newer systems (such as ALL-IP networks)
Supports addressing regional needs while coordination with global directives with other organizations

ARIB shared their experiences and identified needs resulting from the great east Japan earthquake and tsunami in 2011, e.g.
Need for reliable radio and (mobile) TV broadcasting during and after disasters
Need to be prepared before disasters, e.g.

CCSA shared their work with Critical Communication in China
The balance of Telecommunication network and Mobile Internet Application, such as public warning
The balance between Public benefit service and Market service, such as priority call
Priority Services standard is ready, but how to use and implement standard is more important

ETSI shared their work on Critical Communication in the Europe region
Preserve strengths of LTE while adding features needed to support critical communications by maximizing technical commonality between commercial and critical communications aspects
The standardization of Critical Communication systems is essential…
…and so is the participation of the wider Critical Communications community in preparing those standards
Better knowledge sharing and collaboration is required between all stakeholders
Global solutions offer significant economy of scale advantages
Intelligent use of modern ICT technologies will help save lives
But, Prevention is always better than cure…..

9. Conclusion and recommendations
The objectives of the session #3 Critical Communication were met to:
Share information between all GSC Members and invited participants.
Address topics that are of high interest of the individual GSC Members, and also to bring in views from other players in the market.
Recommendation
Continue to encourage and enhance collaboration between SDOs, fora and consortia worldwide in order to get harmonized Critical Communication standards
Continue to encourage interoperable solutions based on global, commercial standards.
