3 Introduction UNSD (2001) National Statistical System organization:
Centralized Decentralized Combination of Centralized and Decentralized Mozambique – adopted a combined system by Statistical Act in 1996 PARIS21 stands for: Partnership in Statistics for development in the 21st Century The partnership was launched at an international meeting hosted by OECD in Paris in November 1999. The consortium's goal is: to develop a culture of evidence-based policy making and implementation which serves to improve governance and government effectiveness in reducing poverty and achieving the Millennium Development Goals (MDGs). The consortium can help to achieve this by stimulating: Greater demand, availability and use of better statistics and statistical analysis in national, international, and civil society decision-making. PARIS21’s objective is to assist all low-income countries to design, implement, and monitor a National Strategy for the Development of Statistics.

4 Mozambique´s NSS definition, vision and mission
Definition: set of competent institutions to perform the official statistics activities Vision: deliver and disseminate reliable & timely statistics information about the country to suit needs of planning, social & macroeconomic management & users in general to help them in decision making exercise, consolidation of democracy and boost development Mission: to guarantee production & dissemination of socio-economic & demographic information meeting the user´s needs; to develop the national statistical literacy PARIS21 stands for: Partnership in Statistics for development in the 21st Century The partnership was launched at an international meeting hosted by OECD in Paris in November 1999. 6 The role of INE within NSS
INE (NSS´s Central Executive Body) supervises and co-ordinates the entire Statistics process in the country including the management & strategic planning of NSS and training of NSS staff Established in 1996, August by Presidential Decree INE takes care of NSS statistical international relations and training Regular meetings with BM and Delegate Institutions Annual formal planning meeting with all NSS stakeholders including coop partners Annual users´satisfaction survey conducted by INE PARIS21 stands for: Partnership in Statistics for development in the 21st Century The partnership was launched at an international meeting hosted by OECD in Paris in November 1999. 7 INE organization INE structure is defined by a Presidential Decree
HQ (Presidency; 6 Directorates & 13 Dep) Presidency (President & 2 Vice Presidents) appointed and discharged by the Head of State. Administrative rank – INE President - deputy minister & Vice Presidents – permanent secretary By law INE Directors & Heads of Dep and Prov Branches are appointed and discharged by the President of INE INE Governing bodies: Presidency, Consultative Council and Technical Council for Methodological Coordination Total Staff: 404 – 30% prof.; 33% females HQ: % professionals; 35 % females 11Provincial Branches: 212 – inc 2 or 3 professionals Source of INE budget: 40% Gov and 60% coop partners PARIS21 stands for: Partnership in Statistics for development in the 21st Century The partnership was launched at an international meeting hosted by OECD in Paris in November 1999. Keep & improve the delivering of data & its quality covering the district level annual demands in a sustainable way NSS-M keep relevant & our plans continue client oriented – improve dialog users-producers To improve de use & perception of official Statistics as public good Adjust the Statistics Act taking into accout the new UN international recommendations and our experience in implement the current Statistics Act approved in 1996 The final purpose of this exercise is to serve much better the users & society at large PARIS21 stands for: Partnership in Statistics for development in the 21st Century The partnership was launched at an international meeting hosted by OECD in Paris in November 1999.
