4 Introduction Energy efficiency improvements refer to a reduction in the energy used for a given service (heating, lighting, etc.) or level of activity. The reduction in the energy consumption is usually associated with technological changes, but not always since it can also result from better organization and management or improved economic conditions in the sector ("non-technical factors"). The UNDP states that “None of the MDGs can be met without major improvement in the quality and quantity of energy services in developing countries. The 9th Session of the Commission for Sustainable Development (CSD) concluded : “ To implement the goal accepted by the international community to halve the portion of pepple living on less than US$1 per day by 2015, access to affordable energy servicesis a prerequisite.”

5 What is Energy Efficiency?
ADB: “Energy efficiency is defined as economic investments in energy generation, delivery and end-use equipment, facilities, buildings, and infrastructure, that deliver higher useful energy outputs or services (e.g., lighting, heating, refrigeration, pumped water) with lower consumption of energy “.

6 The PALCEE Project The Latin American and Caribbean Energy Efficiency Program (PALCEE) is a collaborative effort of the Latin American Energy Organization (OLADE) and the Austrian Development Cooperation. Through invaluable financial support from the Austrian Development Cooperation, the project will strengthen the institutional framework for the development of energy efficiency by consolidating and organizing activities undertaken by the various institutions to structure them into sustainable national plans.

PALCEE seeks to institutionalize energy efficiency in two Central American countries: El Salvador and Nicaragua and two Caribbean countries: Grenada and Jamaica, by strengthening the institutions responsible for guiding and directing energy efficient programs nationwide, as well as affecting policy decisions, with end to achieve sustainable energy savings, differ investment needs in the energy sector, improve the country’s finances and reduce CO2 emissions. .

8 The PALCEE Project The objectives of PALCEE are:
To strengthen the institutional, legal and regulatory frameworks for energy efficiency in the State of Grenada; The provision of technical assistance to enhance the quality of the actions, and to provide the details and specifications for the related projects and programs; and; The implementation of energy efficiency actions.

9 The PALCEE Project (Cont’d)
1.0 The Telescope EE Lighting Project Implementation of a pilot project in a small community to serve as the basic experience for the development of National EE Programs. This project seeks to demonstrate possible energy $avings to the residents of Telescope, by the simple changing of inefficient lighting to an efficient lighting mechanism. The energy efficient lighting project aims to change at least six (6) incandescent lighting bulbs to compact fluorescent bulbs per household in the Telescope Area through a bulb exchange program. A total of 526 households could be so affected by this project.

The Telescope EE Lighting Project Date: April 2013. The bulb exchange programme in the community of Telescope, St. Andrew saw the distribution of light bulbs to approximately 425 households over a two day period. The exchange followed a procedure which allowed at minimum, the exchange of 6 incandescent light bulbs per household for an equivalent amount of the compact fluorescent lamps (CFL).

2.0 Bulb Exchange Impact It should be noted that the incandescent bulbs (40W, 60W) were replaced/exchanged for CFLs rated at 7W, 11W, and 18W, respectively. The reduction in the lighting demand in the homes were significantly reduced (a-b%, c-d%, and e-f%). The recipients (home) were given 7W=1, 11W=4, and 18W=1. A total of 526 households could be so affected by this project.

 “Energy Efficiency is the most cost effective source of reducing energy consumption, carbon emissions, and reliance on expensive hydrocarbon imports.  Despite its significant potential for energy savings, energy efficiency is still far from realizing this potential. Why? There is no single answer to this question. A meaningful response requires major research and an analytical effort.

In general, the barriers that impede or frustrate the germination and development of EE Programs or Projects can be identified as follows: Insufficient dedicated resources (Human & Material); Ignorance; Indifference; and; Insensitivity.

17 EPRP’s Challenges and Barriers
Special Workshops targeted to educate, build awareness and capacity of the Procurement Officers and the Sales Representatives within our Hardware and Appliance Department/Stores on Energy Efficient Products and devices; Incorporate/integrate the Education Curriculum with relevant and related Energy Efficiency Modules at all levels; Early Childhood to Tertiary Education, inclusive.

18 EE Challenges and Barriers
The Government and its policy makers stand committed to develop and offer a menu of economic and fiscal instruments and tools to stimulate and encourage increased appetite among its citizens for the most energy efficient products, devices, and services. The need to implement Dynamic Public Education and Awareness Programs

19 EE Challenges and Barriers
The University of Life has furnished us with instructive guidelines and lessons to enable us to spell SUCCESS in our EE Initiatives and projects. These are, but, not limited to: The key players within our financial landscape urgently need to be specially educated to acquire the knowledge and the confidence to taylor and deliver financial packages for the procurement and purchase of energy efficient services and products.
