Introduction Traffic related fatalities and accidents are on the rise in the U.S. This standard is the first to address performance levels for high visibility garments. The European equivalent of this standard, EN 471 has been used effectively since 1994 throughout Europe. 11/18/2018 Global Glove and Safety MFG., Inc.

3 Hazards of Low Visibility Highway Construction
1996 –22,400 non-fatal accidents Rate:1 out of every 10 employees 85% of accidents resulted from workers being struck by vehicles 11/18/2018 Global Glove and Safety MFG., Inc.

4 Hazards of Low Visibility Highway Construction
Between 6PM & 6AM, 25% of all fatal accidents occur. Crews working during low-light, and nighttime hours are three times more likely to be struck by a motor vehicle. 1996 Bureau of Labor Statistics 11/18/2018 Global Glove and Safety MFG., Inc.

5 Worksites Contribute to Low Worker Visibility
Cones, barricades, and signs are often bright orange … the same color as most safety vests. During daylight hours … workers wearing orange vests can actually blend into their environment rather than standing out. 11/18/2018 Global Glove and Safety MFG., Inc.

Age is a Factor In a 1989 ITE study it was determined that after the age of 20 , a person’s illumination needs double every 13 years. The older a person becomes, the more illumination it takes for that person to recognize an object 11/18/2018 Global Glove and Safety MFG., Inc.

ANSI/ISEA Main topics covered in the standard 1. Basic Garment design 2. Background material performance 3. Retroreflective material performance 4. Care and labeling 5. Classes of garments 11/18/2018 Global Glove and Safety MFG., Inc.

9 Global Glove and Safety MFG., Inc.
Basic Garment Design Standard specifies by class minimum acceptable background material, retroreflective material band width and amount, and design options. It also specifies what fluorescent colors may be used. 11/18/2018 Global Glove and Safety MFG., Inc.

Background Material Identifies color as either Fluorescent Orange or Fluorescent Yellow. Color must be color fast. Requires supplier certification. 11/18/2018 Global Glove and Safety MFG., Inc.

12 Retroreflective Material
Must have 360 degree band of retroreflective material. Two levels of brightness (day & night). Supplier certification required. 11/18/2018 Global Glove and Safety MFG., Inc.

13 Care and Labeling Requirements
Must indicate how to wash garment. Must have a label indicating garment size, class performance level, manufacturer’s identification, and product type. Must indicate and limitations of the garment. 11/18/2018 Global Glove and Safety MFG., Inc.

Classes of Garment There are 3 conspicuity classes of garments, which are based on user activity. 1. Class 1: Workers with ample separation from traffic. 2. Class 2: Workers whose activities occur on or near roadways. 3. Class 3: Highest level of conspicuity for workers in wide range of activities. 11/18/2018 Global Glove and Safety MFG., Inc.

15 Global Glove and Safety MFG., Inc.
Class 1 Garment Used where vehicles do not exceed 25 MPH. Workers are well away from roads and traffic patterns. Examples: parking lot attendants, warehouse workers, grocery cart attendants. 11/18/2018 Global Glove and Safety MFG., Inc.

16 Global Glove and Safety MFG., Inc.
Class 2 Garment Used in areas where vehicles exceed 25 MPH but do not exceed 50 MPH. Workers are in close proximity to roadway. Examples: road construction workers, maintenance crews, EMS, law enforcement. 11/18/2018 Global Glove and Safety MFG., Inc.

17 Global Glove and Safety MFG., Inc.
Class 3 Garment Used where vehicles exceed 50 MPH. Used in inclement weather to increase visibility. Used where there is a high volume of reflective material in use. Requires sleeves on vest and coats have retroreflective striping. May use reflective pants to meet standards. 11/18/2018 Global Glove and Safety MFG., Inc.

18 Retro-reflectivity on Limbs
University of Michigan study showed that” retroreflective markings on limbs, in comparison to those on the torso, significantly increased (by about 60-80%) the nighttime recognition distance of pedestrians.” 1995 University of Michigan Transportation Research Institute Study 11/18/2018 Global Glove and Safety MFG., Inc.

19 How to Choose the Right Garment
The simplest and easiest way is to use the speed limit designation. Class 2 garments will be right for most people. (Generally highway construction has reduced speed limits that allow for Class 2 garment use.) If preponderance of use is at night, during inclement weather, or during winter Class 3 garment should be selected. 11/18/2018 Global Glove and Safety MFG., Inc.

Conclusion At this time the Standard is voluntary. OSHA has already referred to this standard is some of its’ latest rulings. OSHA has publicly stated that some form of this standard will be adopted by end of first quarter 2001. Plan ahead and do not waste your purchasing dollar. 11/18/2018 Global Glove and Safety MFG., Inc.
