4 Ch-ch-ch-changes 1 in 12 U.S. households does not own an automobile (2009 National Household Travel Survey) Approx. 13 % of persons 15 & older do not drive (2009 NHTS) 127 million walking trips & 9 million bike trips in the U.S. every day (2009 NHTS).

6 What’s at stake? Between 2007 – 2016: Ped fatalities increased 27% while all other traffic deaths decreased 14%* Driver trauma Many other issues including monetary and social costs *GHSA Pedestrian Traffic Fatalities by State, 2017 Preliminary Data. Ped deaths now account for about 14% of all traffic deaths. Bicyclists account for 2%

7 Pedestrian crash factors
Between 2009 – 2016: Pedestrian deaths increased 46% Largest increases seen in: Urban areas Arterials Non-intersections Dark conditions Greatest increases wi SUVs Insurance Institute for Highway Safety An examination of the increases in pedestrian motor vehicle crash fatalities during 2009–16. Need to address road design, speed, vehicle design & lighting Countermeasures: improve urban arterials w road diets, median crossing islands, ped hybrid beacons, & automated speed enforcement. Better road lighting and vehicle headlights could improve ped visibility at night. Speed – traffic calming, automated enforcement & roundabouts all proven coutnermeasures

21 New legislation in Illinois: The Dutch Reach Bill

22 What does the bill do? Meant to address rising number of dooring crashes in Chicago and prevent everywhere After parallel parking on a street, check mirrors then open door with right hand Inclusion in Ilinois Rules of the Road handbook Test questions may include Dutch Reach Amends the Illinois Vehicle Code. Provides that the Secretary of State shall include, in the Illinois Rules of the Road publication, information advising drivers to use the Dutch Reach method when opening a vehicle door. Provides that the Secretary of State shall include a test question concerning bicycle safety, of which one may be concerning the Dutch Reach method, in the question pool used for the written portion of the drivers license examination. Per the bill: when opening a vehicle door after parallel parking on a street (checking the rear-view mirror, checking the side-view mirror, then opening the door with the right hand, thereby reducing the risk of injuring a bicyclist or opening the door in the path a vehicle approaching from behind). Dooring crashes on the rise in chicago. Research shows dutch reach method can prevent injuries.
