5 Other Guidelines for IEEE WG Meetings
May 2015 doc.: IEEE /0512r0 May 2016 Other Guidelines for IEEE WG Meetings All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed … do formally object. See IEEE-SA Standards Board Operations Manual, clause and “Promoting Competition and Innovation: What You Need to Know about the IEEE Standards Association's Antitrust and Competition Policy” for more details. 13 Discussion Items NTIA Request for Comments: IoT
May 2016 Discussion Items NTIA Request for Comments: IoT Global spectrum for IoT Improving Regulatory Efficacy Rich Kennedy, HP Enterprise

14 NTIA RFC: IoT Examples of spectrum related questions:
May 2016 NTIA RFC: IoT Examples of spectrum related questions: What technological issues may hinder the development of IoT, if any? a. Examples of possible technical issues could include: i. Interoperability ii. Insufficient/contradictory/proprietary standards/platforms iii. Spectrum availability and potential congestion/interference iv. Availability of network infrastructure v. Other b. What can the government do, if anything, to help mitigate these technical issues? What factors should the Department of Commerce and, more generally, the federal government consider when prioritizing their technical activities with regard to IoT and its applications, and why? Rich Kennedy, HP Enterprise

15 Global Spectrum for IoT
May 2016 Global Spectrum for IoT Currently, there are no global allocations FCC has MHz ETSI has MHz, and MHz, with many restrictions ECC is discussing the regulatory framework to support IoT Ofcom has asked to set up a formal discussion on changes to the existing ETSI bands The RR-TAG needs to capture the IEEE 802 expectations for this discussion Rich Kennedy, HP Enterprise

16 Current ETSI Allocations
May 2016 Current ETSI Allocations Rich Kennedy, HP Enterprise

17 May 2016 Actions Required Using the new process, we will determine if there are items in need of action, to bring to the process How do we improve our interactions with Regulators? FCC, CITEL, CEPT, APT, ATU, ASMG, RCC How do we improve our interactions with ITU-R? We cannot do this alone; we must find common ground to work with others with similar issues We need a simple, clear and concise message Regulators want to find ways to more effectively utilize the spectrum; can we point out some of the basic errors in their data, such as outdated and inaccurate propagation models, clutter calculations, busy time, etc, and propose ways to restudy and update Other IEEE groups may have the similar band sharing issues with inaccurate propagation and building penetration models, e.g. ITU-R Recommendations P.452, P.528, P.619 Creating a position on mmWave spectrum Rich Kennedy, HP Enterprise
