Purpose of the manual: To outline what the ReDSS Durable Solutions Framework is, what it can be used for, and what its limitation are To provide guidance on how to conduct a solutions analysis using the ReDSS Durable Solutions Framework.

A practical solutions analysis tool to assess the extent to which durable solutions have been achieved Operationalization of IASC Framework and its 8 criteria 28 indicators organized around physical, material and legal safety Comparison between displaced and host communities Traffic light system to provide a comparative assessment of conditions compared with the local population. Finding and recommendations should inform both policy and practice ReDSS seeks to examine the conditions for durable solutions for displaced persons in East and Horn of Africa, and to highlight the important roles and contributions of the various sectors (humanitarian, development, human rights and peace-building) in creating favourable conditions in the search for durable solutions. Affirming that the three solutions (voluntary repatriation, local (re)integration or resettlement elsewhere) are processes leading to (re)integration, ReDSS operationalized the IASC Framework for Durable Solutions for IDPs to develop the ReDSS Solutions framework for displacement affected communities. The ReDSS Solutions framework can be used as a rapid analytical tool to address displaced populations needs in the search for solutions. Use the one page explanatory note and the theory of change as reference. Creating durable solutions requires a multi- stakeholder and sectoral, rights and needs based programming approach. Addressing physical, material and legal safety of displaced people as a whole is critical in the search for durable solutions. Therefore the process must be viewed as a collective action rather than mandate driven- our common goal being to give the millions of displaced persons in the region a chance of a better life with dignity and self-reliance. A key challenge is the fact that initiatives are rarely inclusive of displacement affected communities. Data collection, planning and analysis cannot be done without the direct involvement of displaced and host communities. It is of paramount importance to recognise that displacement affected populations have the right and the capacity to participate in any decision impacting their life. An inclusive process is key in the search for durable solutions (local integration, return and reintegration, resettlement) and to ensure social cohesion and inclusion. The term ‘displacement affected communities’ entails all displaced populations and host communities. Explain the main features of the Indicators Solutions Framework. This tool uses 28 indicators based on the 8 IASC criteria and divided into three different types of safety (physical, material and legal) to measure whether a durable solution has been achieved. A traffic light system is used to assess the status of each outcome for a long-term, sustainable durable solution to be realized according to each of the 28 indicators utilized. The traffic light provides a comparative assessment of conditions compared with the local population.

The three types of safety and the corresponding 8 IASC criteria / The indicators (between 2 to 7indicators) for each sub criteria. It was developed for the first time in The objective for DS is to move away from care and maintenance response to displacement towards self reliance and resilience of displacement affected communities. The blue arrows highlight the sectors that resilience programing also addresses and so it is easier to visualize that the sectors that are not addressed are the ones related to safety/ protection and rights. The next slide will highlight this.

6 A collaborative process through a consensus building approach
Initiate the process and identify its aims and scope Gather all relevant actors Create a steering committe reflecting the diversity of DS actors Collect data based on the ReDSS indicators Validate data and rate the level of achievement of DS for each indicator final validation and publication Collaboration and consensus building at each stage of a solutions analysis is key. The process should involve: Local and/or national governmental authorities should ideally play a central role in the durable solutions analysis process; Both humanitarian and development actors, with multi-sectoral expertize; and Community engagement is crucial- an approach should be adopted which is inclusive of the whole of the displacement-affected community (the displaced population and host population, as well as local institutions and civil society organizations).

This include the political context analysis, etc.

Incorporating a solutions-focus into assessments: outlines the key areas of enquiry that should be incorporated into sector-specific assessments. Solutions outcomes, indicators and illustrative activities: presents “solutions log frames” for each of the 8 IASC criteria that appear in the ReDSS Solutions Framework
