2 War at Sea Britain & Ger blockade (stop ships) to cut off supplies
Unrestricted Submarine Warfare: Ger announced that it would sink any ship around Britain w/o warning! Ger subs = u-boats & fire torpedoes

US called for Ger to stop their unrestricted submarine warfare. .and they do… for awhile Telegram from Wilson re: Sinking of the Lusitania Public outrage over the loss of civilian life hastened the United States entry into World War I.
