15 The EU 2020 Flagship priorities
EU Strategy for Smart, Sustainable and Inclusive growth Keywords of EU 2020 Strategy: Jobs (more people at work with a longer working life), Research/innovation, Environment ( objectives – reduce greenhouse gases/boost renewable energy and energy efficiency), Education (more educated people), Social Inclusion (reduce poverty) Research/innovation: the EC has presented the concept of European Innovation Partnerships (EIP) as a way to tackle societal challenges – ageing, climate change. The idea is to use public sector intervention to stimulate the private sector and to remove bottlenecks which stop ideas reaching the market/develop a market for innovative products and services. These bottlenecks include citizens' inability to use innovations, absence of incentives for innovation, lack of clear business models for integrated care, public procurement barriers, inadequate regulatory frameworks etc. The NHS, kindergarten, hospices, microcredit, the cooperative and fair trade movements, the open university, the Red Cross movement, Open source softwares, Wikipedia are often presented as examples of social innovations or as Barroso puts it, “initiatives where the boundary between 'social' and 'economic' blurs”. In January 2011, EIP on Active and Healthy Ageing was launched as a pilot project. The overarching goal by 2020 is to increase the average healthy lifespan in the European Union by 2 years. Includes Health Management, AGE, Industry, MEPs, 4 MS (Belgium, Spain, Hungary and Poland). Health prevention/promotion not represented.
