Why MTSS? Duplication of effort across initiatives
Gaps among practices within initiatives Lack of connectivity among initiatives Inability to fully scale separate initiatives Mobility issues Builds resource capacity Separate initiatives often cover the same major components (e.g. collaborative teams, data-based decision making, etc.) thus duplicating the efforts of regional TA providers At the same time, not all initiatives address what we believe are the key elements needed to create a comprehensive system, thereby creating gaps. This creates no way to unite effective practices from each initiative into a fully scalable system. School district personnel mobility issues By integrating effective, evidence-based practices into one system that is available to all learners at all times, the capacity to learn and implement these practices is developed despite movement of personnel.

MO-MTSS A Framework for Continuous Improvement for Everyone
This graphic captures the basic framework of the current system. The Missouri Multi-Tiered System of Support (MO-MTSS) website officially launched on July 1, The MO-MTSS is built around an integrated system of academic and social/behavioral supports. While ideally designed for teams of teachers to use, the online resources and materials housed on the website are designed to meet a wide range of learner needs across varying levels of support-universal, targeted, and intensive.

MTSS… 1. MTSS addresses academic as well as the social/behavioral

MTSS framework is an educational systems change paradigm continuously focused on overall school improvement that is sustainable. 4. MTSS models strive to ensure that practices, policies, and programs are aligned on classroom, school, district, regional, and state levels. 5. MTSS benefits from continued support for teachers in delivering instruction, utilizing and developing A MTSS should encompass an integrated system of resources that address both academic and behavioral domains across multiple levels of support. It should also cover a child’s entire educational career from early childhood to graduation. Resources AND supports are critical for both teachers and students in a MTSS. For many, a MTSS is a paradigm change in the way school improvement functions. This change cannot be the way things are done only under the leadership of one administrator or a group of key personnel; rather, this change must be fully ingrained in how the system functions so that the effectively operating system is sustainable once that administrator or other key personnel move on. For all parts of the system to function effectively and efficiently, the practices and programs that comprise the system and the policies that guide the system must be aligned. Instruction, curriculum, assessment, and data-based decision making to guide instruction are all key elements of a well-functioning MTSS. The key word in education today is “collaboration.” A well-functioning MTSS is certainly no exception to that rule. Now, more than ever, we know that collaboration among teachers and administrators is critical, especially among general and special educators. Remember, all students are general education students first. Alignment across practices, programs and policies leads to professional development that is aligned across school, district, regional, and state settings. Probably the most difficult part of this paradigm shift is the change that must occur in adult behaviors. Relying on the way we have traditionally worked produces the same results. Therefore, we must examine the evidence-base for adult behaviors that yield positive outcomes for students and learn how to implement and monitor for those changes in our adult behavior to get the type of results we want. effective curriculum, administering assessment, and using data to guide instruction. 6. MTSS requires a greater focus on collaboration between general education and special education. 7. MTSS is more likely to produce professional development that is aligned across school, district, regional, and state settings. 8. MTSS requires that teachers, administrators, district personnel, student support specialists, and technical assistance providers change the way that they have traditionally worked.

Online Platform Resources for Educators
1/6/2011 Online Platform Resources for Educators Why the Online Platform? It allows for: Integration of practices across initiatives into one system Improvement for all buildings/districts Alignment of MTSS key elements with Top 10 by 20 strategic plan and Department’s Support and Improvement Plan A continuum of supports and resources to meet all user needs All user access all the time The ability to scale and sustain effective practices So why the online platform for MTSS resources? First, the online platform allows for the efficient integration of effective practices from separate initiatives into one system. The online platform provides the perfect vehicle for this integration. It is through the process of integrating effective practices from separate initiatives that allows for identification of overlaps and gaps in the system. Second, the practices within the online system are designed with improvement for ALL buildings and districts, not just a select few. The practices represented on the site are evidence-based so their use with fidelity should yield positive effects on student achievement. Third, the online resources are organized around six key elements which are aligned to the Top Ten by 20 strategic plan as well as the Department’s Support and Improvement Plan. Those areas include: Leadership, Collaborative Culture and Climate, Effective Teaching/Learning Practices, Measurement/Assessment, Data-Based Decision Making, and Stakeholder Engagement. The resources and materials are available in interactive formats as well as traditional presenter format. Depending upon the type of user, develop the continuum of support for professional development throughout the state. Having these resources available in an online format makes the materials easily accessible to a wide range of users at any time. The online platform creates a repository of resources that remain in place despite mobility, changes in leadership, etc. Finally, the online platform for resources is a big step toward creating a system that is scalable and ultimately sustainable.

A few things to mention: Transition from CW to MTSS CW materials remain accessible on website Marketing Website tour I’m sure most of you have visited the MoEdu-Sail website recently and noticed that the look has changed. The main focus of the website is now on MTSS resources for educators. The CW materials remain on the website and are accessible through the blue navigation bar at the top of the webpage. We will continue using the CW materials as they are for at least the next two years. Many of you have asked about marketing of the website. At this time we are proceeding slowly with the growth and marketing of this product because this system is only in its initial phase of development. The intent is for these resources to include other Department tools and resources resulting in a one-stop shop to serve all districts.

Breakdown of Materials/Resources and Use

A more interactive course for online completion is available through the Key Elements tab. Presenter/facilitator materials are available through the facilitator materials tab. Additionally, booklets containing Show a couple of examples of how to use which materials when and how.

Activity Instructions
Find one zone where you will look at online materials more deeply. (ACL, FB, CT, Social/Behavioral) Bring your laptop if available. Partner up with 1-2 other people in the zone. Follow steps #1-#5 on handout to dig more deeply into the material. A roaming zone facilitator will be there to assist.
