Those that hold office and are running for re- election Very powerful in predicting election outcomes Especially in House Franking Privilege - Congress members can use mail without having to pay for postage Most bills NEVER become a law, or even go before all of Congress

Declare war, appropriate $, override presidential vetoes (2/3 of each house) Congressional oversight - reviews an agency, department, or office Holding hearings, allocate funding

Congress votes according to how the majority of their constituents feel about an issue Trustee View: Congress votes based on their own views, or is based on the public good, not necessarily on the views of the constituents Why would a representative NOT vote how constituents would want?
