General Information CCOE hosts Cyber Quest (CQ) 2016 Coordination Working Group #1 meeting, 12 – 14 Jan 2016, in Studio B, Nelson Hall, Fort Gordon, GA Out brief 14 Jan Organizations selected to demonstrate technologies during CQ 2016 Representatives to address technical questions about their technology and make commitments for future participation in planning, integration and execution events. Requirements and execution representatives present to guide discussions and respond to information needs Purpose of CWG #1: Brief organizations on the administrative, legal and technical requirements for participation Provide an opportunity for collaboration between Government and industry participants.

Cyber Quest 2016 Focus Areas Broad Agency Announcement Integration of Cyber and Electronic Warfare Situational Awareness (SA) capabilities Identify mature vendor solutions that demonstrate a capability to converge Cyber and EW User Defined Operational Pictures (UDOPs) to provide commanders a holistic view of the Cyberspace and Electromagnetic Spectrum (CEM) environment. Explore the concept of using tactical radios as sensors to provide input to the CEM SA tool. Understand DOTMLPF implications of using a CEMA SA tool; Inform Tactics, Techniques and Procedures of the CEMA cell; Demonstrate tactical radios as Electronic Warfare solutions; Tactical hand held radios that can operate from 200 – 2500 MHz; Tactical radios that have anti-jamming capabilities; Tactical radios that automatically discover and operate in unused portions of the electromagnetic spectrum; Tactical radios capable of directing antenna energy to avoid jamming; Tactical radios capable of (near) silent operation See Slide 19 for Specific Dates

33 Technology Provider Requirements
All technologies participate in AEWE at no cost to the government. Provide support to your technology (personnel support, parts, tools, etc): - During technology training. - Technology Integration. - Duration of the experiment, through Senior Leader Seminar and VTC. Provide Vendor Demonstration Agreement (VDA). All technologies which emit, must gain frequency/spectrum approval (DD 1494). Train Soldiers how to operate your system. Provide an ATEC/AEC safety release specifically for AEWE Spiral I. UNCLASSIFIED

34 Vendor Demonstration Agreement
Concept: Each technology provider will prepare and submit a Vendor Demonstration Agreement (VDA) (FB Form 60-R, JUL 09) to the Cyber Battle Lab (CBL) prior to participating in Cyber Quest 2016. Purpose: To ensure vendor understands that participation in the experiment: 1. Does NOT obligate the U.S. Government to purchase or otherwise acquire the items or services demonstrated or displayed. 2. U.S. Government assumes NO cost or obligation, expressed or implied, for damage to, destruction of, or loss of any vendor provided equipment or material used in the experiment. 3. The U.S. government is NOT responsible for any lodging, transportation or meals and incidental expenses incurred by technology providers during the experiment. 4. U.S. Government is NOT bound nor obligated in any way to give any special consideration to the vendor on future contracts as a result of this experiment. The Vendor is responsible for ensuring any export meeting the definition of ITAR section is authorized prior to the AEWE 2016 event. Vendors are strongly urged to apply for an export license from the Department of State no later than ninety days prior to displaying equipment at the AEWE 2016 event. Process: Technology provider prepares the FB Form 60-R (self-explanatory). Technology provider submits the signed original FB Form 60-R to CBL (Can be Adobe .pdf or faxed). CBL will review with installation Contracting Division (MICC). CBL will inform the technology provider of any required changes. Technology provider will make changes, re-sign and submit to CBL. CBL Director or Chief, Experimentation will sign VDA and provide to the MICC. Contracting Officer will assign a control number and sign VDA and return to CBL. 37 Frequency/Spectrum Coordination
Concept: If your technology system emits a frequency, you must submit a DD 1494, JF , or an FCC ID Certification to gain frequency/spectrum approval. Process: Technology providers will complete DD1494 “Application For Frequency Allocation”, using site below. Complete form and save as an xtml file. Click (document) tab and save DD1494 also as an PDF file. A line diagram must accompany the DD 1494. Submit completed DD1494 (xtml, PDF, and Line Diagram) to the CBL POCs below. and CBL POCs will review DD1494 and submit frequency request to the Army Spectrum Management Office (ASMO) and the Fort Gordon Spectrum Management Office as appropriate. *The CBL will notify vendors if ASMO requires additional information to process the DD 1494s.
