2. Definitions
Max Weber, the German Sociologist, principally developed the organizational definition of bureaucracy, and conceived of the concept in two aspects, namely: “(a) the social mechanism that maximizes efficiency in administration, and (b) a form of social organization with specific characteristics”.
Bureaucracy is a type of arrangement characterized with hierarchy, clearly spelled out rules and regulations, functional specialization, division of labor, rationalization and centralization
