2. Global HIV Prevention Coalition
In October 2017, just a few months ago, many of us were convened by UNAIDS and UNFPA here in Geneva, with WHO and many other partners in attendance, and launched the Global HIV Prevention Coalition.
There clearly was some new energy for strengthening HIV prevention!

3. New HIV infections among adults (15+ years), globally 2010–2016 and 2020 target
The forming of the coalition followed the recognition that new HIV infections had not been falling fast enough, and that with treatment alone we would not be able to meet globally agree targets and end this epidemic.

4. Four main reasons for insufficient scale-up
Gaps in political leadership for prevention
Policy barriers
Gaps in HIV prevention financing
Lack of systematic prevention implementation at scale
In the preparations for the meeting, four main reasons had been identified that were holding us back:

Lack of systematic prevention implementation at scale.

5. Commitments and Milestones
With the adoption of the Global HIV Prevention 2020 Roadmap we committed ourselves to address these issues, and our partners like the Global Fund committed themselves to support us.

6. Ten-point plan for accelerating HIV prevention
at the country level
100-day plans
As UNAIDS in its first progress report writes, all 25 coalition countries indeed developed 100-day action plans to strengthen HIV prevention and took some immediate action.

7. UNAIDS Progress Report May 2018
The launch of the Global HIV Prevention Coalition has stimulated commitment for re-invigorating primary prevention .
All coalition founding member countries developed 100-day prevention action plans.
Many countries have established national prevention coalitions and are in the process of developing new national HIV strategies, with stronger primary prevention focus.
Progress with setting prevention programme targets – not yet complete
Some countries have defined combination prevention packages for adolescent girls and young women and key populations
Policy change to address barriers to effective prevention quite slow
The report prepared by the Global Coalition Secretariat that is now available to you and which Michel Sidibé will launch here shows clear signs that political commitment for HIV primary prevention is growing across countries and globally. We can all learn from each other.

There are strong condom programmes in some southern African countries, and high VMMC coverage in some Eastern African countries
Rapid progress with the introduction of PrEP in Brazil, Mexico, South Africa as well as Kenya
A few good national key population programmes, for instance in India and Ukraine, amongst others, and
In some very highly affected countries in Southern Africa coverage of prevention programmes for Adolescent Girls and young women is improving
But again, a lot more needs to be done, and we shall explore this further in this session.
