1 MSFD integrated reporting
WG GES 10 March 2017, Brussels European Commission DG Environment Marine Environment and Water Industry Unit

2 MSFD’s logical framework
Marine strategies in three stages on a 6-year cycle: Art >Art 11->Art 13-14 These articles are logically linked in a DPSIR framework (cross-cutting issues paper MSCG_ ) Define GES->Assess if GES is achieved->Set targets to achieve GES->Define measures to achieve targets->all underpinned by monitoring of progress Reporting in 2012, 2014 and 2016 made links between each Article via common fields 2018 reporting continues these links via a new data model using common fields e.g.: Features/elements, Marine Reporting Units, GES criteria code, Target code, Measure code Indicator reports provide a means to define progress on assessments, targets and measures Common structure agreed in GD13 Describe the assessment and results, methodology, links to data used Indicators values extracted for xml reporting->data for regional and EU level reports on State of Marine Environment and dissemination via WISE-Marine

3 If not, what is the problem? So, what are my targets to achieve GES?
What is GES? Have I achieved GES? If not, what is the problem? So, what are my targets to achieve GES? And what actions do I take to achieve my targets? 6 Impacts (link to state assessments)
Art. 8(1a, b) What is being assessed? (specific) Assessment of pressures and impacts Assessment of state, including impacts Current environmental status (in relation to GES) Element assessed (specified by MS) Element: source (EU, regional, national) Criterion Parameter Threshold: value (quality) Threshold: source (EU, regional, national) Threshold: values achieved (range: low-high) Threshold: unit Proportion: target (extent over which TV is to be achieved) Proportion achieved (extent over which TV has been achieved) Proportion: unit (%, km2) Trend since previous reporting Criterion achieved (TV over required proportion of area) Pressure DIN Regional (HELCOM) D5C1 Concentration in water x Regional (RSC) y-z μmol/l 95 98 % area Stable Yes TN 99 Improving DIP 80 Deteriorating No TP Impacts (link to state assessments) Chlorophyll a D5C2 μg/l Phaeocystis D5C3 Number, extent & duration of HABs x, y a, b no./year; days/yr 85 Photic limit D5C4 Water transparency (Secchi levels) 8 8-10 m 100 Dissolved oxygen D5C5 Bottom concentration Opportunistic macroalgae D5C6 Abundance EU (WFD) Macrophytes D5C7 Species composition and relative abundance .7 .65-.9 EQR 96 Maximum depth of macrophytes Macrobenthos D5C8 .6-.85 98; 50 % area; km2 Nutrient ratio 5.1.2 Nutrient ratios ?

7 Status of specific element
Art. 8(1a, b) Assessment of pressures and impacts Assessment of state, including impacts Current environmental status (in relation to GES) What is preventing GES? What action? Status of specific element Overall status (no./ proportion of elements achieving threshold) Methodological standard: source (EU, regional, national) Assessment period (start-end) Indicator (regional/ national) - includes matrix, methods Art. 19(3) Data from Art. 11 monitoring programme Art. 19(3) Data arising from Art. 8 (indicator) assessment Related pressures Related targets Good Extent of area not subject to eutrophication (averaged for whole area): 100% Extent of water column subject to eutrophication: 2% Extent of seabed subject to eutrophication: 4% Coastal (EU-WFD) Offshore Regional (RSC) URL to regional/ national indicator report Data from monitoring - URL Dataset from assessment Distribution map - URL Input of nutrients Inout of organic matter Target 1 Target 2 Dataset from assessment - URL

8 What is preventing target? Target: value achieved
Art. 10 Targets to achieve GES Progress with target What is preventing target? What action? Target Description Target: achieve by date (to be achieved) Target: date set (last revised YYYYMM) Indicator (regional/ national) - includes methods Art. 19(3) Data from Art. 11 monitoring programme Art. 19(3) Data arising from Art. 8 (indicator) assessment Target: goal to be achieved (quantified) Target: value achieved Target: unit Target: achieved Related activities (Table 2b Annex III) Related measures Target 1: Reduce N by X% or to Z levels (MAI/ CART) 201812 201806 Riverine input levels Data from monitoring URL Dataset for riverine discharges - URL x y tonnes/ year No Agriculture Measure 1 Urban developments Measure 2 Airborne input levels Data set for air inputs (modelled) - URL Industrial developments Measure 3 Transport (shipping) Measure 4 Targte 2: Reduce P by Y 201409 Urban (detergents) Measure 5 See pressure targets State/impact targets are in effect expressions of GES, so do not add anything.

9 Actions needed to achieve targets and GES
Art. 13 Actions needed to achieve targets and GES Measure Measure: source Measure: start-end Indicator (regional/ national) - includes methods Measure 1: Reduce fertilizer use CAP URL to indicator Measure 2: Waste water treatment UWWTD Measure 3: Industrial emission controls Air pollution directive Measure 4: Shipping emissions MSFD (NECA) Measure 5: Domestic products (detergents) MSFD Fields for Art 13 need further consideration
