changing expectations on governments ability to deliver public value success of the policies carried at local, regional, national or European level depends on a modern and efficient public sector from e-government to digital government not just use ICT to achieve better government but integrate ICT in the core of public sector modernisation, changing processes from user-centric to user-driven approaches from governments anticipating citizens and business needs to their engagement in partnerships to co-create and deliver solutions

collaboration and partnership digital ecosystem, service delivery across organisation silos organisation reengineering and workforce skills adoption of reference architectures and standards (interoperability, integration, information exchange) digital data to optimize, transform or create entirely new services, open data new business processes, innovative technologies Collaborating and partnering with government stakeholders, such as governance and oversight committees, agency leaders, citizens, IT service providers and third-party entities Operating in a digital ecosystem capable of delivering optimized processes and transformed public services across the vertical silos of government and industry (see Figure 1) Developing and refining government organization's or jurisdiction's digital business strategies, including smart city initiatives, performance indicators, baseline metrics and benchmarks Assessing and reporting on the progress of digital strategies against implementation plans that deliver value to citizens within time frames that are acceptable to government officials Acquiring and developing the workforce skills and leadership competencies needed to support the digital transformation of government, including intensive training in data analytics, risk-based security management and bimodal IT practices Adopting and maintaining a reference enterprise architecture and standards, with a specific focus on data orchestration enabled by integration, interoperability and information exchange Identifying and procuring the technologies and services needed to accelerate the digitalization of government transactions and the execution of business processes, using innovative technologies, such as the Internet of Things (IoT), artificial intelligence (AI) or blockchain Applying human-centered design principles/agile development to improve the citizen experience with next-generation portals, mobile apps, and contextualized and location-based services Using frameworks and proven approaches to sustain smart city programs and interoperability, including data exchange
