Department of State Thomas Jefferson (Democratic-Republicans) Limited national govt. Fear of absolute power/ruler Democracy of virtuous farmers and tradespeople Strict interpretation of Constitution No National Bank Economy based on farming Supporters: the “plain people” Department of Treasury Alexander Hamilton (Federalists) Concentrating power on national govt. Fear of mob rule Republic led by educated elite Loose interpretation of Constitution YES to the National Bank Economy based on manufacturing Supporters: merchants, manufacturers, lawyers, etc.

3 How was the Whiskey Rebellion an opportunity for the federal government to demonstrate is authority?
Congress passed a protective tariff to encourage American production Hamilton wanted more $$$, so pushed an excise tax to pay off more US debt Tax on domestically distilled spirits = tax on American whiskey Whiskey producers (small farmers) resented the tax and fought to pay it. Federal troops scattered farmers. The new national govt. had willingness and ability to suppress violent resistance to its laws The whiskey tax was repealed after Jefferson's Republican Party came to power in 1800.

One of the defining characteristics in John Adams’ Presidency Alien Acts – 3 measures raised residency to 14 to become citizens AND President could deport/jail any alien Sedition Act – 4th measure set fines and jail to anyone hindering the government or expressing comments against it Lots of Democratic-Republicans jailed under it Jefferson and Madison strongly opposed it; misuse of power
