1 Torrington Animal Control Facility City Council Presentation

2 History The current Animal Control Facility, located on Bogue Road in the town of Harwinton, has been in operation since the 1950s. Additional dog kennels were added in the 1990’s The current parcel totals 1.7acres No meaningful improvements or upgrades have taken place since the 1990s

3 Regional Animal Control
In 2013, the City of Torrington City Council and prior administration entered into an agreement with the towns of Litchfield and Goshen to create a Regional Animal Control program. Animal Control Officers respond to calls for service in all 3 towns, and costs are covered on a per capita basis. (17.7% Litchfield; 6.7% Goshen; 75.6% Torrington)

4 Building Compliance Needs
Proper quarantine areas Dedicated cat space Proper storage for pet food, medications, supplies Proper kitchen/laundry; currently, a volunteer takes linens to their home to be washed and returned. Segregated area for animal/adoptee acclimation Efficient and expanded office space for Animal Control Officers

5 New Reality of Animal Control
Officers bring in approximately 300 animals every year Hoarding cases becoming more frequent Animals involved in legal matters (bites, abuse, hoarding seizures, etc) are kept until the case is resolved in court New mindset on animal care Mandated training requirements for ACO’s

6 State Compliance Municipal Animal Control facilities (dog pounds) must comply with Connecticut General Statutes Chapter 435; in addition to CT Department of Agriculture regulations All aspects of Animal Control – officer training, pen sizes, quarantines are governed by state statute and regulations

7 Photos The facility currently has 14 dog runs. The runs are in need of drainage improvements, new roofs and new fencing/access doors.

8 Photos The main room serves as office space, adoptee acclimation, intake, cat condos, and sink/refrigeration area.

9 Photos The facility currently has 14 kennels. The current configuration is not optimal for dogs, nor officers.

10 Photos Outdoor sheds have been installed over the years to make up for the lack of storage space inside the facility. Even with two sheds, space for storage of supplies, freezer space for deceased animals, and materials is sorely lacking.

12 Proposed Facility The proposed facility will allow the City of Torrington, and our partnering communities to have an efficient, modern, and safe facility for animals in our care that also complies with all regulatory and statutory provisions Current plans call for 21 dog runs, 14 cat condos and proper quarantine stalls for both The new building will be built in close proximity to the current structure, on land currently owned by the City of Torrington, located in Harwinton

The design of the proposed facility is currently 95% completed and is being done by Silver Petrucelli & Associates This work is being funded by a $110,000 Regional Performance Incentive Grant which was awarded to the Northwest Hills Council of Governments in 2016. A subcommittee of COG members is currently reviewing and value engineering the plans that have been received thus far

17 Next Steps City Council and the Board of Finance will decide whether to move this project to a referendum in November
