Prior to the implementation of Lauren’s Law and the lowered age of enrollment, NY’s donor designation rate, which is the percentage of individuals completing a donation-relevant transaction at the DMV who check “yes” to registering as an organ and tissue donor, averaged 10.8%. Since these two legislative changes took effect, the donor designation rate in New York State has grown to an average of 18.2%. If the donor designation rate had not increased, we would have expected just approximately 1.7 million individuals to check “yes” at the DMV, but due to these legislative changes, approximately 2.5 million individuals have checked “yes,” meaning during the past two and a half years, 800,000 people – more than three quarters of a million - said “yes” to signing up as an organ and tissue donor at the DMV.

The NYS DMV has an eight year cycle for renewals of driver licenses and non-drive IDs, with four consecutive years of the cycle being low renewal years with a nearly 70% decrease in the number of donation-relevant DMV transactions. In 2010 (the earliest comparable year to 2017 for which enrollment data by source is available), there were approximately 343,000 enrollments, 93% of which came from the DMV. In 2017, more than a half-million New Yorkers joined the Registry, and only 71% of these individuals joined while through a DMV transaction. Non-traditional portals of enrollment, coupled with legislative changes impacting the donor designation rate at the DMV, have lessened our dependence on the DMV for donor enrollments, and have significantly increased the number of annual Registry enrollments overall.
