3 Isolations before ww1 President James Monroe issued a statement of U.S. foreign policy in 1823. The Monroe Doctrine (which is named after the president) is the foreign policy of the Western Hemisphere.  The policy prevented USA from joining the war. United States helped the British during WW1, they sent supplies to them. United States refused to send the armies on the ground.

4 Isolationist In 1823 when President James Monroe gave voice to what would later be termed the Monroe Doctrine, "In the wars of the European powers, in matters relating to themselves, we have never taken part, nor does it comport with our policy, so to do.” The United States remained politically isolated all through the 19th century and the beginning of the 20th century.
