1 Oceanic and International Operations
Performance-Based Requirements

2 Objectives At the end of this lesson, you will be able to:
Identify performance-based Communication, Navigation, and Surveillance (CNS) requirements Identify ICAO guidance related to performance-based Communication, Navigation, and Surveillance (CNS) requirements

3 Overview In this lesson we will discuss the following topics:
Performance-based CNS requirements CNS requirements Related ICAO guidance

4 Performance-Based CNS Requirements
Performance-based, in this context, refers to the required performance to meet the criteria of the communications, navigation, and surveillance requirements Performance-based criteria include: Integrity Reliability Availability Continuity

5 Performance-Based CNS Requirements
Performance-based criteria terms specific to RCP and RSP include: Operational communication transaction: Is the process a human uses to initiate the transmission of an instruction, clearance, flight information, and/or request, and is complete when that human is confident that the transaction is complete Required Communication Performance (RCP) Integrity (I): Is the required probability that an operational communication transaction is completed with no undetected errors

6 Performance-Based CNS Requirements
RCP Availability (A): Is the required probability that an operational communication transaction can be initiated when needed RCP Continuity (C): Is the required probability that an operational communication transaction can be completed within the communication transaction time, either ET or TT 95%, given that the service was available at the start of the transaction

7 communication transaction time
RCP 240 99.9% ≤ 240 sec 95% ≤ 210 sec Clearance acknowledgement received Intervention clearance issued Monitored operational performance (TRN). The portion of the transaction time (used for intervention) that does not include the times for message composition or recognition of the operational response. RCTP. The symbol used to designate required communication technical performance. Controller / HMI ATSU System CSP System Aircraft System Flight Crew / HMI Aircraft System CSP System ATSU System Controller / HMI Controller confident transaction complete RCTP – Required Communication Technical Performance PORT – Pilot Operational Response Time TRN – Monitored Operational Performance RCP Type communication transaction time

8 Performance-Based CNS Requirements
Surveillance Data: Is data pertaining to the identification of aircraft and/or obstructions for route conformance monitoring and safe and efficient conduct of flight Surveillance availability (A): Is the required probability that surveillance data can be provided when needed Surveillance continuity (C): Is the required probability that surveillance data can be delivered within the surveillance delivery time parameter, either OT or DT 95%, given that the service was available at the start of delivery

9 Performance-Based CNS Requirements
Accuracy: Estimated vs. measured position. Radio navigation performance accuracy is usually presented as a statistical measure of system error and is specified as: Predictable Repeatable Relative

10 Q&A What are some examples of each of the following requirements for oceanic operations? Communication Navigation Surveillance

11 CNS Requirements C N S VHF and HF radios (either Voice or Datalink)
SATCOM Data Link For example, CPDLC Controller Pilot Datalink Communications SATCOM Voice N NAT MNPS (NAV accuracy requirement) RNP RNAV S ADS-C (Automatic Dependent Surveillance-Contract) ADS-B (Automatic Dependent Surveillance-Broadcast) Voice position reports

12 Related ICAO Guidance ICAO Performance-based Navigation (PBN) Manual (Doc 9613 TOC) (as amended) This ICAO document is specific to performance-based navigation requirements Other ICAO documents are evolving for specific performance-based communication and surveillance requirements

13 Review In this lesson we discussed the following topics:
Performance-based CNS requirements CNS requirements Related ICAO guidance

14 Objectives You should now be able to:
Identify performance-based Communication, Navigation, and Surveillance (CNS) requirements Identify ICAO guidance related to performance-based Communication, Navigation, and Surveillance (CNS) requirements
