BalPac-25 Transportable - Mobile System 11/10/2018

2 Introduction The company’s principal product is a continuous feed Pyrolytic Thermal Conversion waste treatment system that gasifies MSW, TW and HW  in an oxygen starved environment (Pyrolysis), which simultaneously eliminates the creation of carcinogenic by-products and emissions such as Dioxins and Furans and prevents ground water degradation in that the leachate is a sterile ash.  The Pyrolytic Thermal Conversion application can be effective in both Stationary Plants – for large volume applications, and the Transportable/Mobile Systems is versatile in that it can go from location to location for on-site treatment rather than requiring the transportation of waste material to a stationary plant. 11/10/2018

3 BalPac-25 Mobile System Depending on the viscosity and type of waste, the BalPac-25 Mobile System will process 25 tons of material including hazardous and industrial toxic waste per 24 hour day. The System will be designed in such a manner that the operable components will be transported on 2 flat bed trailers and a third trailer will accommodate the support necessities. BalPac-25 Systems need not be offloaded to be mission ready within 4-hours after site arrival. The Company anticipates the need for establishing geographic regions whereby the number of in-service systems will serve the area’s waste management requirements on a routine basis. 11/10/2018

4 Oil Refinery Applications
• The Mobile BalPac–25 will be used to service refinery waste spills (oil lakes) at the customers site. • Tests with Shell Oil established the Company’s ability to cost effectively destroy hazardous and toxic materials while recovering rare metals and expensive catalysts. • This is a cost effective and environmentally sound solution to the refinery industry’s waste problem.   11/10/2018

5 Manufacturing & Logistics
Alstom Power – Air Preheater, located in Wellsville, New York, will manufacture new and restore used BalPac Systems to be used for both stationary and mobile applications. BalPac-25 Mobile Systems provide on-site clean up based upon a per ton or per pound charge - a Tipping Fee.  Initially Balboa Pacific will be the owner / operator of the BalPac-25 Mobile systems. 11/10/2018

6 Technology • Continuous Feed System
• Thermal Converter: Indirect heat between 600ºF and 1200ºF in an Oxygen starved environment. Byproduct is a sterile ash that is not a threat to groundwater quality and the ash can be used in the construction industry as an additive. • Thermal Oxidizer: Molecular distillation and decomposition of waste gases in an oxygen enhanced environment 1600ºF to 2250ºF. • Result: % toxic emission destruction 11/10/2018

8 What This Means The on-site remediation solution through the use of mobile units to remove hazardous and toxic waste has many significant benefits for the customer by reducing the need for major infrastructure changes to the site and few environmental objections from the surrounding inhabitants because the system is transitory; therefore, permanent instillation is not required. Equally important is the Company’s reduced operational costs, more application flexibility and fewer environmental compliance issues obviate the need for expensive performance bonds and regulatory processing. 11/10/2018

9 Next Step The Alstom Alliance is the process of establishing the parameters for manufacturing Balboa’s first BalPac–25 Mobile System, which will be accomplished through the Air Preheater Division in Wellsville, NY. When completed, the system will be transported to California for dual use, as both a demonstration unit and a roving hazardous and toxic waste treatment system.  This Mobile System will be operated commercially by the Company in the Western United States and as need increases, additional systems will be put in-service. 11/10/2018
