And thank you Chair Shopay. For some of you and for staff, this will be our first meeting with the new audio video equipment. I think I will ask for forgiveness now for what are sure to be snafus. During our December meeting, we shared with the Commission staff’s comment letter to the City of Fairfield regarding the Pacific Flyway Project. At that time, we also mentioned that the City would be joining us in early 2018 to share more information about the Center. This morning, we are pleased to have Dave Feinstein, City of Fairfield, Planning Manager with us to present the City’s Pacific Flyway Project. 5 Commission Rotation Commission Officer rotations to begin and end at the first meeting of each year and as follows: city, county, public member. In addition, the rotation of vice-chair is staggered so that the appointed vice-chair is the member who is to be appointed as chair the following calendar year. Bylaw amendment February 27, 2017 It was determined and set into Bylaws last February that the Chair rotation would occur at the first meeting of each year. Today is the first meeting of 2018. By Bylaw, the rotation is Public – City – County and the 2017 vice chair, Commissioner Price, is to be appointed as 2018 Chair. Which leaves the new Vice Chair to be a County representative. Staff recommends the Commission appoint Commissioner Harry Price as Chair and a county member as Vice Char for 2018

6 RDA Oversight Board Election
Key Facts: Of the 19 originally identified that receive RPTTF, 12 districts made the final cut to be voting districts: Sole avenue for a seat on Oversight Board District has 50% + assessed value within County Completed election steps: Selection Committee was identified 31 day nomination period ended January 31 with 3 nominations Ballot distributed to Selection Committee by certified mail 2/2/18 Next Steps: Ballots must be received by LAFCO by 5:00 p.m. March 5 Ballots counted March 6 Results announced March 7 At the December Commission meeting, the Commission received an update on the RDA Oversight Board Election and the 12 identified independent Special Districts. Recall how we got to 12. We then identified 6 election steps Since December, we have completed 3 steps: Identified selection committee Held a 31 day nomination period (3 nominations) Distributed ballots by certified mail on 2/2/18 3 more steps to go: March 5 receive ballots March 6 count ballots Results announced March 7

7 Reclamation District 2034 If you recall, the majority landowner, Seecon Financial and Construction, of Reclamaton District 2034, submitted an application to detach their properties from the District. Because the last MSR was performed in 2009 a new MSR is needed. An RFP was issued on January 12 and proposals were due on February 23. As of close of business on Friday we have received one proposal. We will be interviewing the firm the week of March 5

10 This is a continuing dialogue with RD 2034 and SEECON regarding two issues:
SEECON’s detachment application And Determining if RD 2034 is an active district In addition to continuing our dialogue we are also: Evaluating the Water Code relative to RD 2034’s responsibilies
