Step 1: Form Team of local stakeholders, volunteers, elected officials, civic organizations, business owners.

9. Loans may not exceed $250,000 per borrower per fiscal year.
The Property Rescue Initiative (PRI) is a program of the West Virginia Housing Development Fund (WVHDF) that provides loan funding for communities to remove or rehab dilapidated buildings.
Any city or county may apply to borrow PRI funds. Cities or counties may also authorize other organizations to apply for a PRI loan on their behalf.
Loans may not exceed $250,000 per borrower per fiscal year.
Money can be used for:
Acquisition of property and/or demolition or deconstruction of residential structures
Removal and proper disposal of all debris from residential structures, including hazardous materials from residential structures
Pre-demolition costs such as surveys and title searches and supplemental work associated with demolition as approved by the Housing Development Fund

The Abandoned Properties Coalition is a group of organizations, local governments and individuals who work together to tackle one of the largest issues facing communities in WV today.

11. The Land Use and Sustainable Development Law Clinic (Land Use Clinic) provides legal and planning services to conserve land and water, supports local land use planning, and offers educational opportunities for law students and citizens of West Virginia. The Land Use Clinic aims to:
