2 Human Services Integration
the Human Services Integration Office is situated in the Ministry of Community of Social Services (MCSS), its mandate and objectives are shared across MCSS, the Ministry of Housing (MHO) and the Ministry of Education (EDU). Our ministries are working closely together on the project and connecting with other ministry partners, such as the Community Hubs Division at the Ministry of Infrastructure (MOI), the Ministry of Municipal Affairs (MMA) and, the Ministry of Advanced Education and Skills Development (MAESD) and the Community Hubs Secretariat. Human Services Integration HSI Office established at MCSS to explore integration across three provincial programs Municipal service system management is central to integration Working with municipal partners to understand the current state and identify opportunities and challenges

3 Engagement to Date Working horizontally across ministries:
Shared mandate with the Ministry of Housing and the Ministry of Education Other partners: Ministry of Infrastructure (Community Hubs Division), Ministry of Municipal Affairs, Ministry of Advanced Education & Skills Development, Ministry of Health and Long-Term Care Meetings with municipal organizations to seek feedback on scope and high-level goals: NOSDA face-to-face meeting January 2017 The Ontario Municipal Social Services Association (OMSSA) staff, Board, conferences, Leadership Table Association of Municipalities of Ontario (AMO) Urban Commissioners Site visits to learn about service management approaches and understand local priorities

11 workshops with CAOs, Directors and Managers from all 47 CMSMs/DSSABs Collecting information on delivery approaches and integration efforts Sharing ideas and experiences

Began with northern service managers. First three workshops now complete: May 24: City of Greater Sudbury, Cochrane, Nipissing, Sault Ste. Marie May 31: Thunder Bay, Kenora, Rainy River June 6: Parry Sound, Manitoulin-Sudbury, Algoma, Timiskaming, District Municipality of Muskoka

9 What We Heard from the North
Most service managers have integrated some aspects of their service system There is a desire to move towards a more ‘person-centred’ approach Change can take time; requires communication and strong change management “Integration is exciting, but the whole thing is a pain point” “DSSABs are themselves about integration” [and perhaps a model to build upon]

Themes are consistent with earlier conversations with municipal partners, with additional details/nuances and considerations for the north: Policy Clarity & Alignment Connected IT & Business Systems Processes & Reporting Information Sharing & Partnerships Change Mgmt. & Comms Access & Connectivity
