LST 1166 COTP has closed the federal case officially returning ownership of the LST 1166 to the private owner. LST1166 is an ex-Navy vessel operated under various private owners until is became owned by Washtenaw County LST1166. Vessel is a landing craft with bow doors & is feet long and 2418 Gross Tons. Attempts to restore the LST1166 for purposes of converting it to a museum began in 1983 however owner passed away and vessel sat idle. Purchased by Mr. Walt James company Amphibious Forces Memorial Museum, LLC with 2 other members (Mr. Jay Lance and Mr. Larry Martin) in 2002/2003 and vessel was relocated to Rainer, OR. Some efforts were initially made to restore it. Trespassing began on vessel in 2004 with teenagers for parties and minor vandalism (vessel accessible by shore) however from July – Oct 2006 the vessel ALERT was moored alongside with security. After departure of ALERT more significant Vandalism, trespass, theft & illegal scrapping began. CG met with local sheriff & Mr. James & found engine room flooded & pipes removed. CG federalized case & began removal actions in July Asbestos abatement was completed & petroleum products were removed as well as PCB & lead contaminated materials. During removal it was identified that paint interior was PCB contaminated (was used as vehicle to apply paint). Options to take action for vessel removal have been identified with negres. Option to sink vessel off the coast has been stalled by remaining PCB contaminated paint. Approximately 5 million has been spend of CERCLA funds. COTP provided EPA with Pollution Removal Funding Authorization providing reimbursement to conduct disposal alternatives assessment and generate Engineering Eval/Coast Analysis report on for the LST. EPA plans to have EECA complete by April.
