2 State Approval of Education Units

3 Educator Preparation Programs and Providers
ORS : (Statutory Definitions) (3) “Approved educator preparation program” (EPP) means a licensure program that is offered by an approved educator preparation provider and meets the standards of the Teacher Standards and Practices Commission. (4) “Approved educator preparation provider” means an entity that meets the standards of the Teacher Standards and Practices Commission for preparation of licensed educators for preprimary programs through grade 12. The Process Generally The Commission sets the state standards for “unit” review. Unit: The college, school, department, or other administrative body in colleges, universities, or other organizations with the responsibility for managing or coordinating all programs offered for the initial and advanced preparation of teachers and other school professionals, regardless of where these programs are administratively housed in an institution. Also known as the “professional education unit.” The professional education unit must include in its accreditation review all programs offered by the institution for the purpose of preparing teachers and other school professionals to work in pre-kindergarten through twelfth grade settings. 6 Site Visits Focus on the Unit
CAEP DEFINITIONS Site Visitors. Evaluators who review educator preparation providers (EPPs) that submit a self study for one of CAEP’s accreditation pathways. Site visitors examine the EPP against the evidence presented to make the case for meeting the CAEP standards. Site visitors are selected from nominations by CAEP members, EPPs, states, and others; they must successfully complete training. Site Visit. The two-to-three days in which site visitors conduct their summative review of an Educator Preparation Provider’s (EPP) self-study report and evidence on location at  the EPP’s campus or organizational headquarters. State Partnership Agreement. A formal agreement between a state and CAEP that defines the state’s recognition of accreditation decisions, the program review options available to educator preparation providers (EPPs) within the state, and the relationship between CAEP accreditation and state program approval. The agreement outlines the state’s presence and role in accreditation visits. Standards. Normative statements about educator preparation providers (EPPs) and educator candidate practices, performances, and outcomes that are the basis for an accreditation review. 8 Site Visits Focus on the Unit
State Standards. The standards adopted by state agencies responsible for the approval of programs that prepare teachers and other school professionals. State standards may include candidate knowledge, skills, and dispositions – Adopted NCATE standards as State Standards with some additions. Oregon (through TSPC) has a state partnership agreement with CAEP (formerly had one with NCATE) – that allows for joint national and state teams for unit accreditation. Program Review Program. A planned sequence of academic courses and experiences leading to a degree, a recommendation for a state license, or some other credential that entitles the holder to perform professional education services in schools. EPPs often offer a number of program options (for example, elementary education, special education, secondary education in specific subject areas, etc.). Program Review Program Approval. The distinction granted by a state governmental agency when an Educator Preparation Provider’s (EPP) program meets the state’s standards and/or requirements. Program Reviewers. Peer volunteers who review specialized educator programs against the standards of Specialized Professional Associations (SPAs), state standards, or other standards identified by the state as part of the accreditation process for CAEP. Program Review Program Review with National Recognition. The process by which CAEP, in collaboration with its specialized professional associations (SPAs), assesses the quality of programs offered by educator preparation providers (EPPs). EPPs that select this program review option are required to submit their programs for review by SPAs as part of the accreditation process unless otherwise specified by the state partnership agreement with CAEP. SB 78 Implications The Commission has to determine the following: Whether to continue initial state unit approval or require CAEP approval prior to initial state approval; What the program review process will be? What state standards will the state retain for units (if any)? How to transition from the currently NCATE aligned state standards to the new role.
