2 Why does follow-up matter?
WIOA provides more stringent accountability requirements that include accountability for more participants than WIA No “not in the labor force” exclusionary reason High school equivalency requires enrollment in postsecondary education or employment within a year But postsecondary data has its limitations and all data match requires an SSN V

4 What does the data look like?
In PY15-16: 40,118 out of 94,391 AEL Participants, did not have SSNs recorded in TEAMS (42.5%) This would mean a 44% drop in achievement in Employed Q2 Post Exit (31% actual versus the 55% we reported using weighted outcome methodology and “not in the labor force” exclusions) V

5 What’s realistic We know that 100% follow-up is not feasible, but imagine if you performed follow-up on just 25% of your participants? V

6 Other issues with matches (besides lack of SSN)
UI data may not include individuals who are self-employed, employed in small businesses, or working for staffing firms Higher ed data doesn’t include participants of continuing education programs that are less than 240 contact hours or don’t result in a national certification V

7 Who is follow-up needed for?
Really, everyone, BUT, it’s most important for: Anyone who lacks an SSN Individuals for whom you want to count a “transitioned to postsecondary” measurable skill gain Individuals you know will be self-employed (ie entrepreneurial programs) Individuals who get a HSE and you know may not show up in the UI wage match for employment or the postsecondary match V
