10 “The NFHS permits state associations to experiment in certain situations to determine the future viability of rules changes. As technology improvements evolve, the use of instant replay is an area of interest for the NFHS Football Rules Committee. We welcome the Alabama High School Athletic Association’s experiment in use of replay in the 2018 season. 11 High School Replay Around the Country
Alabama joins the states of Minnesota and New Jersey to experiment with Instant Replay. Currently, Minnesota and New Jersey only use instant replay in championship games. Alabama will be first to utilize instant replay in all AHSAA sanctioned contest (regular season and playoffs) where the necessary equipment is available. If the home school doesn’t have the equipment, instant replay could be utilized if the visiting team has the necessary equipment.

12 Rules In 2013, NFHS football rules expanded the use of communication devices for the teams on the sideline. This rule included the use of video that could review the previous play. However, that rule does not allow the official to utilize the information. Basketball is the only sport that allows for instant replay by National Federation rules. It is limited to the last shot of the fourth quarter or any overtime to determine if the shot was released prior to the horn and if it was a two or three point shot.

A primary purpose of instant replay is to aid our officials. Officials are only human and subject to make an error.

14 How will it work? Each team will get two reviews during the game. (If challenged call is reversed, team will keep the challenge) Head coach will have a red flag. The coach will throw the flag toward the nearest official to request a challenge of the previous play. Flag must be thrown prior to the next play starting (snap or kick). Official will confer with coach as to what is being challenged. Referee and one other official (not involved in play) will review. Must have conclusive video evidence to reverse a call.

15 How will it work? If call is reversed, the officials will correct the call and play situation as necessary by the reversal. If call is not reversed, team will lose that challenge and be charged a time out. If a team doesn’t have a time out remaining, the team will be accessed a delay of game penalty. If a coach requests a challenge that doesn’t meet the criteria for reviewable plays, the team will be accessed a time out and a delay of game penalty if out of time outs. Decision of replay official is final. Protests are not allowed.

16 Reviewable Plays Any possible on field error may be challenged other than penalties where a flag was or wasn’t thrown with the following exceptions: 1) Player throwing a forward pass beyond the line of scrimmage. 2) A team having more than 11 players participate during a down. 3) A foul that results in disqualification. (Targeting, spearing, blindside block, fighting, etc.) * During any review, the official has the autonomy to correct or enforce any unsportsmanlike acts.

17 Automatic Review In State Championship Games, the last play of the 4th quarter or overtime possession will be reviewed for any error or misapplication of a rule - if the play could have a bearing on the outcome of the contest.

19 Questions Will this make the game last longer? Yes, each replay could add 2 to 4 minutes to the game. So it could add 10 to 20 minutes to the average game time of two hours and fifteen minutes. What if there is only one camera in use? It could provide the opportunity to correct an error. If not, we are no worse off than we are now without instant replay. The minimum cameras required is one and there is no maximum. No specified location of cameras.

20 Questions Can a coach use a challenge on a timing error? Only in the venues that have a visible clock embedded in the video replay. Time elapsed during a challenged play is not placed back on the clock unless it was a timing error. Also, time may be corrected when a call is reversed on the last play of any quarter. Why use instant replay? The best answer is “Why not!” Other questions?
