Click the menu icon in the upper left corner.

3 On the drop-down menu, select ‘Legacy Web Tools’ and ‘Internet Rechartering’

4 Click ‘Register’ the first time you access the system.
Click ‘Log-In’ on subsequent visits. You must re-register each year.

5 Each unit has a unique access code.
This code changes each year. Get your code from your district commissioner. Be sure to use 4 digits when entering your unit number.

Read and click ‘I agree’ to proceed.

9 Be sure to maximize the browser window so that you can see the navigation buttons at the bottom of each screen.

10 The charter renewal portal features a progress tracker in the left column so you can see where you are in the process. There are six stages to the process. Each stage has a few sub-steps. There is a help menu under the gear icon in the upper right corner throughout the process.

11 You can load current member information from either the COUNCIL list or from your UNIT list in PackMaster, TroopMaster, or TroopSoft. We RECOMMEND using the COUNCIL list. Once you select one of these buttons, you cannot go back and start over without contacting the council registration department, who can reset your process if you need.

12 This screen describes the steps that you’ll be guided through in order to update your roster.

13 Update chartering organization information here – such as address and phone.

14 Here is where you REMOVE persons from your existing list.
Uncheck the box for each person that is NOT renewing.

15 This screen confirms selections you made in the previous screen.
The top list is those persons that are renewing. The bottom list is those persons that are NOT renewing. If all are correct, click ‘Next Step’ to proceed. If any need to be fixed, click ‘Previous’ to go back and fix.

16 This screen has an ‘Update Unit Roster’ button, which can be used whenever you return to the system to ensure that what you are viewing is updated with the council’s current data. If you have recently added members through paper applications or online registrations, or if you’ve been away from the system for more than a day, it is RECOMMENDED that you click this button. This screen describes how to ‘Promote Members’ – to move them or to multiple-register them if they already exist in another unit. Read the details and click ‘Promote’ if you have any members in this situation.

18 On this screen you can move members from another unit to your unit, for example when a member is ‘promoted’ from a Cub Scout pack to a Boy Scout troop. You can select another unit with the same chartering organization (and usually the same unit number) as yours, OR you can select from an unrelated unit. If selecting an unrelated unit, you will need the access code from that other unit (to confirm with them that the person should, indeed, be moved). This is NOT the place to indicate that persons have multiple registrations – that is done later in the payment section for persons that are registered in multiple units.

19 On this screen you can move members from a related unit to your unit, for example when a member is ‘promoted’ from a Cub Scout pack to a Boy Scout troop that both have the same chartering organization. Select all who need to appear on your unit roster, and click ‘Next.’ This is NOT the place to indicate that persons have multiple registrations – that is done later in the payment section for persons that are registered in multiple units.

20 If you have any new ADULTS to add, this is the screen to begin that process.
Click the ‘New Adult’ button if you have adults to add. Otherwise, click the ‘Next’ button.

21 If you have any new YOUTH to add, this is the screen to begin that process.
Click the ‘New Youth’ button if you have adults to add. Otherwise, click the ‘Next’ button.

22 On this screen you can UPDATE details about a member, or REMOVE members.
Use the ‘Update’ buttons or the ‘Remove’ links to modify your members as needed.

25 Page 3 of 3 This page is the ONLY page in this system where you can update the Youth Protection training date for an individual. Click ‘Update’ to finish updating the member’s information.

26 Once you click ‘Update’ on the previous screen, you receive confirmation that the record was updated successfully.

27 After updating the member list, you are presented with a list of adult positions.
This is the best place to update multiple leader positions quickly, as it’s easier than updating each member’s record individually. Click ‘Update’ for any that need a position change.

28 When you click ‘Update,’ you are presented with a pop-up window to update positions.
Click ‘Save’ when done with each person.

29 Once you have completed the previous steps and your roster is finished, the next step is to have the system check your roster. The system will check to ensure that all membership requirements are met. Click ‘Check Roster’ to proceed.

30 In this example, the Check Roster function returned an error of an adult without Youth Protection training. You are presented with two options – UPDATE the record with valid information or REMOVE the member from your roster. You must correct each error before proceeding. When all errors are fixed, click ‘Re-Validate’ to run the Roster Check again.

32 From the previous example where an adult did not have appropriate Youth Protection training, we clicked ‘Update’ and were presented with the screen to update that problem. Click ‘Update’ when done to return to the previous screen.

33 When all errors are fixed, click ‘Re-Validate’ to run the Roster Check again.

34 In this example, we have decided to remove the member.
We are presented with a confirmation message to ensure we truly wish to remove the member.

35 When all errors are fixed, click ‘Re-Validate’ to run the Roster Check again.

37 We have fixed all errors, and have clicked ‘Re-Validate’ on the previous screen to re-run the Roster Check. We are now presented with a success message, confirming that our roster has completed the review with no errors. Click ‘Next Stage’ to proceed.

38 This page confirms that you’ve completed the roster update stage.
You may make additional changes using the links provided on this page. Click ‘Summary’ to proceed.

39 This page allows you to update fees for individual members.
You can add/remove Boys’ Life magazine. You can note members as “multiple” members – when they have a primary (paid) registration in another unit. Click the ‘Update’ link next to each person that needs to be changed. When you click ‘Update,’ a pop-up window will appear.

40 The pop-up window allows you to select whether a member’s primary (paid) registration is in THIS unit, or in ANOTHER unit. You may also select Boys’ Life to add a magazine subscription for individual members. Click ‘Save’ when done.

41 When done with the previous step, the roster must be approved by one of these persons:
The currently registered CHARTERING ORGANIZATION REPRESENTATIVE The currently registered EXECUTIVE OFFICER It is suggested that you take a laptop or tablet to this person, open to this page and ask them to sign. If is recommended to print a draft of the roster beforehand, so they can review the list of names they are confirming. Be sure to click ‘Sign Document’ – a green check-mark will appear in the top right corner of the signature box when successful. Click ‘Next’ to proceed.

42 You may pay online with a credit card. A small convenience fee applies.
You may pay with check or cash at the council office or through your district team – please print (later) a copy of your charter to accompany your payment.

43 If you select ‘Credit Card,’ you’ll see a payment screen and receive confirmation of your payment.

45 If you select ‘Cash,’ you can pay at the Scout Office or through your district team.
Please print (later) a copy of your roster to accompany your payment if you choose to pay with cash or check.

Cascade Pacific Council does not have unit accounts for most units. Please do not check this box. When all done, click ‘Submit to Council’ to finish your charter. The council will review for any issues and local requirements. Two common issues at the council level: Cascade Pacific Council requires ANNUAL Youth Protection training. This National charter system will accept YP training within two years, but the local council will not process charters without YP training completed within the year 2017. Cascade Pacific Council required Leader Training for all Direct-Contact Cub Scout Leaders. Your charter is not 100% complete until the local council reviews and ‘posts’ your charter. The charter processor on record will be notified by if there are any issues, and will be notified when the charter is completed and posted.

48 Even though this can be a ‘paperless’ process, we HIGHLY RECOMMEND printing a final copy of your roster. Please attach a roster if you are paying with check or cash to your district team or at the Scout Office – this helps ensure that your payment is matched up with the correct unit. The Journey To Excellence (JTE) Scorecard and the Charter Agreement are not required to complete the online charter, but your district team will want to collect these for other purposes – please print and bring to your district roundtable or charter turn-in event.
