2 Previous revisions ISIC: 1948, 1958, 1968, 1989
CPC: 1990 (provisional), 1998 (Ver.1.0) Original versions based on previous developments (League of Nations list of activities, ICGS etc.) Usually substantial change in scope or concept; leaving development stage Revisions adjust existing classifications to changed economic reality 11/8/2018

3 Previous revisions Scope of revisions depends on:
Changes in concept or scope Changes in economy addressed Revisions can happen: When changes in economy force changes in the classification (conceptually or otherwise) Who determines this? May happen for linked classifications at different times On an agreed time schedule 11/8/2018

4 Revision schedule We are looking at a highly interrelated system of classifications Revisions should be orchestrated For near future: Agreement for 5 year interval for revisions of international classifications 2002 – 2007 – 2012 – 2017 Not all years will produce the same impact 11/8/2018

5 Goal for 2002 ISIC Last revised 13 years ago
Independent work carried out for development of NAICS Countries proposed adopting some of the concepts Does ISIC reflect new industries? Does ISIC serve all countries sufficiently? What are cost and benefits of an ISIC revision? 11/8/2018

6 Goal for 2002 CPC Last revised in 1998 Goods part based on HS
HS revised in 2002 Services part has partially been reviewed Are telecomm services adequately defined? Feedback from countries on some CPC areas received 11/8/2018

7 Goal for 2002 / 2007 Statistical Commission:
Avoid proliferation of classifications New, independent work for derived and related classifications should be considered ISIC + NACE + ANZSIC +NAICS + more = ISIC Rev.4 11/8/2018

8 Goal for 2002 / 2007 Main goal for ISIC: Convergence
Can this be done in time for 2002? NO, choose 2007 as target Consider cost of classification revision Can countries do two major revisions in a 5-year period? NO 11/8/2018

9 Revised goal for 2002 ISIC / CPC 2002 update ISIC / CPC 2002 revision
Update supplementary texts (introduction) Reflect major changes in economy Limit impact on structure No new concepts Use alternate aggregations Chapter review of CPC ISIC / CPC 2002 update ISIC / CPC 2002 revision 11/8/2018

10 What has changed in ISIC?
Introduction Chapter on statistical units Examples for coding Coding guidelines General review 11/8/2018

11 What has changed in ISIC?
Explanatory notes More line items, more examples Division and group notes Style change Common language = small step towards convergence 11/8/2018
