Issue-based approach Known locations Portland & 66th, Portland & 77th Unresolved locations Portland & 70th/73rd Objective = approved D Line Station Plan (approved by full Metropolitan Council) What intersection? What intersection quadrant? Three planning channels inform what is ultimately a recommendation on station location by BRTPO, to ultimately be approved by the full Metropolitan Council Issue-based approach Minor-Medium-Major Minor -> issues largely isolated from other station area decisions (little to no “waterfall” effect on how determinations on these issues influence other adjacent station areas) Major -> issues with multiple critical questions with determinations that impact other potential station areas; complex considerations beyond “where should a station be located” and into operations questions, service planning, etc. Medium -> issues with multiple critical questions, but largely isolated from other station areas or subsegments; focus on central ridership/station spacing considerations
