1 2nd Roadway Safety Data Capabilities Assessment

2 Background First Data Capability Assessment established baseline for each state’s roadway data collection, analysis, management, and governance Identified priorities for a national action plan Follow – up to the 1st Capability Assessment initiated in 2011 by FHWA. The 2017 Assessment is underway with four pilots completed. Let’s look at the first assessment a little closer

Data Collection Noteworthy practices Case studies MAP-21 FDE guidance Data on local roads Technical assistance Value of data improvements Data Analysis Value of good analysis Training Data Management Guidance on data integration Value of good data management practices Glossary of terms Noteworthy practices Data Interoperability Noteworthy TRCC practices Value of linking data Data “Focus States” Training Many of the priorities identified are part of the existing RSDP, and we are hoping another assessment allows us to add to the current resources

Evaluate states ability to execute data driven safety analysis and performance measurement Enable FHWA to track progress of states ability to collect, analyze, and manage roadway safety data The goals haven’t changed that much for the second assessment, but there is a broader focus

5 Focus Areas Roadway data collection and technical standards
Data analysis tools and uses Data management and governance Data Integration Performance Management The capability assessment is focused on these five areas. Performance mgmt was added to establish a baseline in that area with this assessment. Integration encompasses interoperability and expansion

6 2nd Capability Assessment Outcomes
Provide tools, action planning guidance, and technical assistance to assist States in developing action plans aimed at overcoming their gaps, Integrating States data improvement activities into their overall safety plans The outcomes will tie in directly to future planning for RSDP.

7 Pilot Tests Objectives:
Conduct 4 State pilot tests of the revised methods and materials. Finalize the methods and materials based on lessons learned during the pilot tests. The pilots are finished, the questionnaire has been revised and will be submitted to OMB for final approval this month

9 Pilot Test Results – Lessons Learned
Kick off meeting with State one month before Plan additional time if needed to get responses Include IT, GIS, and MPO professionals We conducted the pilot tests of the assessment process with 4 States: AZ, WA, LA, and MO. Here are some of the lessons we learned. These lessons learned helped us revise the process and tools that are being using for full implementation.
