4 Some Facts and Statistics About Driver Education in Illinois
Driver Education is a public school mandate. Must offer one class during the school day and one BTW either during the school day or outside the school day or both. Approximately 175,000 sophomores enrolled in public HS 2018 Has not changed since 2006 64% of students who take Driver Ed take it at public high schools. We feel PHSDE serves a large need in Illinois. (24 semester hrs. for certification.) There are not enough commercial schools to service all of Illinois students. Commercial= 36% (48 hrs. training from business owner) The need for certified DE teachers is there.

Classroom Completion = 38.06 BTW Completion= Total per student = State Fund #31 - revenue from permit applications and fines paid for court supervision = $21 million Schools also allowed to charge a DE fee. ($ cap unless waiver)

7 Statement of the Problem in Illinois
Lack of affordable and accessible endorsement programs for professional educators and undergraduates. Reduction of programs offering endorsements at State Universities High Schools not able to fill driver education positions (especially rural high schools). Continual attacks by legislators to de-mandate driver education and contracting with commercial, for profit businesses thus privatizing public education.

17 The Program Staffing Continuing Education Director: responsible for all phases of the TEP Asst. Director: assists in all aspects of the program as well as financial officer. Adjunct Professor: for each class are chosen having significant experience (Masters Degree) in Driver Education with an expertise in given area. Employed by Univ. of St. Francis. Mentors/Cooperating Teachers: selected having experience in Driver Education with a passion to assist new candidates at their home districts. Mentors receive ISBE CPDUs

18 The Curriculum and Program Structure
Classes offered in 8 week blocks called Modules Tuition set at $ per course. Classroom instruction online shall be asynchronous (CANVAS) Outcomes aligned with assessments through Quality Matters Face to face, regional mentor meetings as needed: In person, text, , teleconference, ZOOM. BTW instruction shall be: Teaching professional shall arrange with cooperating school district the required observation time, lesson planning with regional mentor and certified cooperating teacher. Undergraduate students shall work in cooperation with assigned student teaching school/district cooperating teacher and Regional Mentor to meet observation time, lesson planning requirements.

19 Program Course Sequence
EEND 615 Injury Prevention and Safety | 3 credit hours (Online) Principles of Accident Prevention exams the history, philosophy, and procedures of safety and accident prevention with emphasis on areas related to physical activity, athletics, household, industrial, workplace, school and traffic safety. This course will be taught online. EEND 616 Driver Task Analysis (Introduction to Driver Education) | 3 credit hours (Online) Driver Task Analysis forms the backbone of the curriculum, administration, legal, organizational, financial and procedural aspects of Driver Education. This course will prepare prospective Driver Education teachers to develop, maintain and evaluate existing as well as new program designs. EEND 617 Methods of Teaching Driver Education: Classroom | 3 credit hours (Online and on site observation and teaching with mentor teacher.) This course contains two major objectives: one, concentration of the clinical aspects and methods of teaching Driver Education in the classroom, secondly, the development of strategies, content and materials, using a variety of instructional methods. EEND 618 Methods of Teaching Driver Education: Behind the Wheel | 3 credit hours (Online and on site observation and teaching with mentor teacher.) This course examines methods for delivering a sequential in-vehicle phase of a Driver Education program. Includes program organization, route and lesson design, instructional delivery methods, verbal cues, and assessment of behind-the-wheel lessons in a dual controlled vehicle. Additionally, this course will also require the Teacher Endorsement candidate to be present for in-car observation and hands-on experience.

The Following Methods of Evaluation will be used: Student evaluation of staff, course content and program through CANVAS, Quality Matters and USF. Director evaluates Assistant Director, staff, entire program and submits an executive summary to the Association Executive Board at State Conference. Association BOD evaluate Director and Program

28 Step 2: Changing Illinois Administrative Rule 252 Why We Asked ISBE for a Change?
First Aid was mandatory (three credit hours.) Simulation and Range was mandatory GDL 2008 removal of simulation and range for BTW credit. Our strategy was to continue the 24 hours endorsement requirement but make First Aid and Sim/Range an elective. More than 90% of high schools have only two-phase programs. (19 sim 4 range)

29 Administrative Rules 252 Timeline
Feb. to Aug Discussed changes in teacher requirement for DE Sept Submitted changes to Ms. Emily Fox at ISBE (Division Administrator, Educator Licensure). Dec ISBE initially denies our request asking to clarify involvement in current endorsement programs agreeing to changes. Jan.-Feb contacted existing programs and agreed with changes and communicated with ISBE. Mar ISBE returns favorable response then requesting clarification on what electives would be approved for credit. (Teaching DE to students with special needs and use of technology in DE. Dec Anticipate ISBE will bring our amendment to the BOD

30 Administrative Rules 252 Timeline (cont.)
December 13, 2017-Illinois State Board of Education returns approval of IHSCDEA changes. After Board Meeting reviewed language and found clerical errors. Submitted edits during the subsequent Public Comment period. Licensure Division confirmed that our changes were not challenged. March 14, Illinois State Board of Education Meeting approval was made to our Comments/Changes. April 17, Put on the agenda for JCAR, ( Joint Commission on Administrative Rules) Approved! June 1, ISBE Officially Posts Rules to local ROEs and Website
