Before presenting this lesson, instructors must thoroughly prepare by studying this lesson and identified reference materials. Instructor Lead-in. Ask the participants to write about the following in their workbook in less than 150 words: Their most complicated personal travel plan and their most bizarre experience. You must be familiar with all travel systems and regulations in order to ensure your supervisor's travel requirements are met, no regulations are violated, and all travel documents are correct. Terminal Learning Objective ACTION: Coordinate Travel CONDITIONS: In a classroom environment, given a computer with internet access to the Defense Travel System (DTS) regulations, scenario's, templates, Enterprise Web Training System(EWTS), source documents, and the Joint Travel Regulation (JTR). STANDARDS: With a minimum of 70% accuracy: Navigate the DTS. 2. Prepare a Travel Authorization. Submit a Travel Voucher Learning Domain: Cognitive - Applying The Army Learning Areas (ALA) are the baseline focal points Soldiers and Army Civilians must possess to prevail in the ambiguous environments that challenge the Army today. The four ALAs are: Army Profession and Leadership; Mission Command; Human Dimension; and Professional Competence. The Army Learning Area taxonomy provides a framework to assist in grouping the General Learning Outcomes. The four Army Learning Areas serve as the framework to catalogue the 14 General Learning Outcomes. The General Learning Outcomes (GLOs) are essential outcomes resulting from training, education, and experience along a career continuum of learning. There are three primary purposes for the Army General Learning Outcomes. First, they provide trainers and educators a lens into how effective they are in conveying their support material. Second, it assists in improving instructional design and/or training support packages. Finally it places responsibility on training and education proponents to be nested with ALAs. Responsibilities of a Traveler
Follow all policies and procedures outlined in the Joint Federal Travel Regulations (JFTR)/Joint Travel Regulations (JTR). Make all transportation and lodging arrangements through a commercial travel office (CTO) when possible. Provide original receipts (or a signed statement for missing receipts) for all lodging expenses and all individual reimbursable expenses of $75 or more. Reference JTR, Chapter 1 SHOW SLIDE 5: Responsibilities of a Traveler Discuss the general responsibilities of a traveler with the participants. Reference JTR, Chapter 1 Explain that a traveler is any Department of Defense (DoD) civilian or military member who: creates travel orders (authorizations) to perform TDY; prepares vouchers for reimbursement for that travel; and creates local vouchers for expenses incurred while performing official business in the permanent duty station local area. The traveler needs to: Follow all policies and procedures outlined in the Joint Federal Travel Regulations (JFTR) /Joint Travel Regulations (JTR). Make all transportation and lodging arrangements through a Commercial Travel Office (CTO) when possible. Provide original receipts (or a signed statement for missing receipts) for all lodging expenses and all individual reimbursable expenses of $75 or more.

Authorizing or Approving Official (AOs). An AO determines whether travel is necessary and appropriate to the mission, ensures that all expenses claimed by the traveler are valid, and authorizes or approves the expenses if they are valid. Expenses must not be approved if they are inflated, inaccurate, or higher than normal for similar services in the locality. If the JTR indicates an expense, allowance, or other item must or may be authorized (such as the mode of transportation), it means the AO must give permission before the action takes place. Likewise, if the JTR indicates “may or must be approved,” then the AO may or must give the traveler permission after the action takes place. Comply with all ethics rules.

Non-DTS Entry Agent (NDEA)
A NDEA is an individual authorized to complete the DTS voucher on behalf of other travelers. After receiving all required documents from the traveler, the NDEA uses the information to create the voucher in DTS. The NDEA ‘s electronic signature only attests that all documentation in the DTS voucher is the same as the information provided by the traveler as contained in the signed or SF 1164 that the traveler completed and signed. SHOW SLIDE 7: Non-DTS Entry Agent (NDEA) NOTE: Reference DoD DTS Best Practices, para. 3.8 A NDEA is an individual authorized to complete the DTS voucher on behalf of other travelers. After receiving all required documents from the traveler, the NDEA uses the information to create the voucher in DTS. The NDEA ‘s electronic signature only attests that all documentation in the DTS voucher is the same as the information provided by the traveler as contained in the signed and receipts. Required documents include, but are not limited to: DD Form or SF 1164 that the traveler completed and signed. Paper or electronically produced official documents (e-forms) are acceptable, but must contain the traveler’s written or digital signature. This requirement only applies if the NDEA creates and signs the DTS voucher. Receipts for all lodging expenses (or locally approved missing receipt forms) Receipts for all reimbursable expenses of $75.00 or more Approvals for other than economy class coach fares Other items as mandated by component or local policy

Accessing DTS Enter the link, in the address bar of the browser to access the Defense Travel System. 1 4 2 SHOW SLIDE 10: Accessing DTS Ask the participants what they have to do to access the Defense Travel System and perform the following steps on the system (figure 1). Enter the link, in the address bar of the browser to access the Defense Travel System. Explain that although the participants will be using the Enterprise Web Training System (EWTS) today, the steps below apply to the use of DTS, with the exception of: Selecting the LOG IN button to access DTS, and Using a Common Access Card (CAC) with a PIN. Demonstrate the procedure for logging in to EWTS. Explain to the participants that EWTS is a training environment that has a user interface and functionality that mirrors DTS. Travelers, Authorizing Officials (AOs), and DTAs can access EWTS through the internet and use it to practice their respective DTS roles such as: Create authorizations, local vouchers, and vouchers from authorizations Route or approve documents using normal or conditional routing elements Perform many common DTA tasks Inform the participants that you must have a training certificate and password to gain access to the system. If you want to use EWTS for DTS training, you will need to contact your Lead Defense Travel Administrator (LDTA) for assistance. Explain the following steps to log in to EWTS: Use URL: Mouse over Programs & Services>Training Resources>Instructor Resources. Select Enterprise Web Training System at the bottom of the screen. Accept the Privacy and Ethics Policy. Find the training certificate (provided by the instructor). Enter the password (provided by the instructor). The User Welcome screen opens.

Menu Bar The Menu bar on the User Welcome screen displays the names of the drop-down lists available to you. From here you can access travel documents, update traveler profiles, and perform various other tasks. The options available vary according to your assigned permission levels and access. SHOW SLIDE 11: Menu Bar NOTE: Reference DTS Guide 2: Authorization, Figure 2-1 Explain to the participants that the menu bar on the User Welcome screen displays the names of the drop-down lists that you may use (Figure 2). From here you can access travel documents, update your traveler profile, locate per diem entitlements, determine official mileage, and perform various other tasks. Inform the participants that they need to mouse over each item on the top of the menu bar to view all the items in each drop-down list (Figure 3). The options available on the menu bar vary according to your assigned permission levels and access

Navigation Bar The navigation bar is used in travel documents to access different modules. Select a tab on the navigation bar to view the options available on the subnavigation bar. The options on the subnavigation bar are unique to each module. Itinerary In the Itinerary module you may: View and edit the overall trip dates View and edit your per diem locations Travel Making reservations is streamlined and fast in the Travel module. When creating your initial reservations, you move automatically from screen to screen. You do not have to navigate manually unless you exit the module before you finish making reservations or need to change reservations. You may use the Travel module to: Reserve airline tickets Request rail reservations Reserve rental cars Reserve lodging accommodations Enter the cost of ticketed transportation purchased outside DTS Expenses Use the Expenses module to: Estimate non-mileage expenses Estimate mileage expenses Edit per diem allowances Electronically attach (via scan or fax) supporting documents. This is typically done during the voucher process Accounting Use the Accounting module to: Select a Line of Accounting (LOA) to provide the source of funding for your travel View the expense and disbursement summary for the trip Additional Options The Additional Options module is used to: Update your DTS personal profile Schedule partial payments (payments sent to pay the traveler’s government travel charge card account every 30 days if the trip exceeds 45 days) Request non-ATM advances Make additional payments to the charge card account or record payments previously made to the charge card account (voucher and local voucher only) Review/Sign Use the Review/Sign module to: Review and edit all trip information Add comments to provide additional information to the AO Provide additional comments that need to be printed on the authorization Justify any item in the travel document that exceeds DoD thresholds or is an allowed deviation from standard DoD travel policy Digitally sign the travel document

Authorization Process
SHOW SLIDE 15: Authorization Process Explain to the participants that the authorization process consists of the following steps: Traveler creates authorization in DTS CTO performs quality checks, and confirms reservations or makes reservations if assistance is required AO reviews and approves the authorization by affixing a digital signature. DTS updates the status of the authorization to inform the traveler of the approval and routes it to the CTO’s ticketing queue for ticketing Traveler prints completed authorization Advance is scheduled for payment (if required) Traveler performs TDY

Itinerary In order to display the correct per diem rates, DTS requires you to enter the starting and ending points and all the TDY locations and stopovers for the trip. DTS will then display the per diem rates for all locations and allow you to enter requests for transportation and lodging. SHOW SLIDE 16: Itinerary NOTE: Reference DTS Guide 2: Authorizations, para. 2.2 Give a step-by-step demonstration on how to complete an Itinerary in EWTS. Explain to the participants that in order to display the correct per diem rates, DTS requires you to enter the starting and ending points and all the TDY locations and stopovers for the trip. After these steps are completed, DTS will display the per diem rates for all locations and allow you to enter requests for transportation and lodging. To create an authorization, use the menu bar on the User Welcome screen. Mouse over Official Travel. Select Authorizations/Orders from the drop-down list. The Authorizations/Orders screen displays all existing authorizations and their statuses. Select Create New Authorization/Order. On the Trip Overview screen, complete the Starting Point field by selecting RESIDENCE or DUTY STATION. This populates the Starting Point field with the information stored in the personal profile. If the starting point is any place other than the residence or duty station, type the city name into the Starting Point field and select Search. A pop-up window opens to select the state or country code. This code will populate in the text box next to the city name. Note: The Starting Point selected will determine the departing airport, if traveling by commercial air. The departing airport can be changed later, if necessary. Select to select Departing On date or type the departure date in the text box. Select the Trip Type drop-down list arrow and select the trip type. Most travelers will select AA-Routine TDY/TAD for the trip type. Some of the other trip types do not allow creation of a voucher. Users selecting the Special Circumstances trip type should see Chapter 11 of the Document Processing Manual. Select the Trip Purpose drop-down list arrow and select the trip purpose. The Trip Purpose selection is used for reporting and post-trip data analysis, but does not affect the traveler’s trip entitlements. Type additional comments in the Trip Description field. (Optional) In Section B, select mode of travel to the TDY location. Also, select the Time. The options are Commercial Air, Rail, Rental Car, and Other. Select “Other” if traveling via any other form of transportation (including, but not limited to, a Privately-Owned Conveyance (POC) or bus). In section C, indicate the TDY location. There are four location tools available for searching for the TDY location or you may type the location in the Location 1: text box : Location State/Country – Location Zip Code County Lookup Select to open the Search Location screen. Type the location of the TDY in the field and select . Select the location from the search results and select. In Section C, the Arriving On field is populated with the Departing On date entered earlier. This is the date of arrival at the TDY location. This date can be changed if necessary (multi-day travel, crossing the International Date Line, etc.). In the Departing On field, enter the departure date from the TDY location. Select to select a date. Select the type of reservations needed at the TDY location. The blocks checked, along with the radio button selected in block B, determine which portions of the Travel module DTS will automatically display when requesting reservations. Select or to indicate if travel to another TDY location is occurring on this trip. If Yes was selected, steps 8-16 must be repeated for each TDY location. When No is selected, the screen refreshes with new sections C and D. These sections now display fields where return travel information can be added. Select RESIDENCE or DUTY STATION to indicate to the final destination. If the TDY is longer than 24 hours, the Multi-Day radio button will automatically be selected for the Trip Duration. Select the preferred departure time from the TDY location. Select once the itinerary is complete . Select the to receive assistance in booking reservations instead of using the Travel module to select reservations. An additional fee is charged for this option. -OR- Select Save and Proceed.

Importance of Comments
Comments or Remarks blocks act as a communication tool between you and the AO or CTO. You can enter justifications and remarks in six areas of a travel document: Trip Overview screen Travel module screens Other Authorizations screen Preview Trip screen Pre-Audit screen Digital Signature screen SHOW SLIDE 17: Importance of Comments NOTE: Reference DTS Guide 2: Authorizations, Chapter 7 Comments or Remarks blocks are on several DTS screens. They act as a communication tool between you and AO when an entry on the authorization requires clarification or justification. You can enter justifications and remarks in six areas of a travel document. Trip Overview screen: You populate this field with information that the AO may need to know about your trip. Travel module screens: Any special instructions or requests you enter here are made directly to the CTO. Selecting any “Request Assistance” button generates a pre-populated message to the CTO. You may add information to these messages, but should not delete anything from them. These are the only comments that the CTO is able to see. You should be aware that when selecting “Request Assistance” an additional CTO fee may be incurred. Whether this additional fee is generated depends on the local CTO contract. Other Authorizations screen: Other Authorizations are items that will appear on your printed document. DTS may automatically generate an Other Authorization based on the items you enter as you create the authorization, or you can select an item from a pre-populated list. You should provide remarks for each item, whether auto-generated or manually selected. Preview Trip screen: Enter comments here as required by local business rules. Pre-Audit screen: DTS flags any expense that is not within standard DoD travel policy or exceeds established cost thresholds. Any item in a travel document that has been “flagged” must be justified before the traveler can sign the document. Written justifications are also necessary for consideration in post-payment review audits. Digital Signature screen: Comments/Remarks entered into the Additional Remarks field are permanently attached to the document along with the status stamp that is applied at the time. Enter remarks for the AO or information “for the record” in this field.

Making Reservations You must use the Commercial Travel Office (CTO) to make reservations for commercial lodging and transportation. The Travel module allows you to make transportation and lodging reservations that best suit your needs. Note: When you need TMC assistance, contacting the TMC outside DTS may incur an additional processing fee. SHOW SLIDE 18: Making Reservations NOTE: Reference DTS Guide 2: Authorizations, para. 3.3 through 3.6 Explain to the participants that in order to display the correct per diem rates, DTS requires you to enter the starting and ending points and all the TDY locations and stopovers for the trip. Explain to the participants that they must use the Commercial Travel Office (CTO) to make reservations for commercial transportation and lodging. The Travel module simplifies communication with the CTO. The Travel module allows you to make transportation and lodging reservations that best suit their travel needs. DTS also provides pop-up advisory notifications should any selections made violate policy (for example, selecting a rental car that is not the least expensive option). DTS accesses the Travel module automatically after the traveler selects Save and Proceed on the Trip Overview screen. While DTS processes the information that was submitted, DTS accesses the component of the Travel module that matches the selection in Section B of the Trip Overview screen. If CTO Full Assistance Request was selected, a screen displays that allows you to enter comments to the CTO regarding reservation needs. Note: When you need TMC assistance, contacting the TMC outside DTS may incur an additional processing fee. Using the information provided in the itinerary, the Air Travel screen indicates the departure and arrival details. The Modify Search feature may be used to specify and change certain reservation details; however, travel may only be booked within the authorized dates. If an attempt is made to search for a reservation on a date outside the authorized range, DTS will display a message that the date must be within the authorized range. Mouse over the tabs for detailed information on airfares displayed. Select a flight from the first (left-most) tab when possible. If a flight on the first tab does not meet mission requirements, check each of the other tabs, from left to right in order. DoD policy requires the use of GSA Contract Fares whenever they are available. If a flight is selected that is not a GSA Contract Fare, and GSA Contract Fare flights are available, the Government Contract Fare Not Selected message displays. The message informs the traveler that the selection must be justified during pre-audit. Explain the functionality available in the Modify Search portion of the screen. The traveler may select to view the available seats on a flight. This step is optional. Select to exit this screen. Choose to select a flight. The Seat Selector window opens if there is a seat map available for the flight. Select a seat number or choose a seat location (aisle or window) and select . Repeat the process for any additional legs of the outbound flight and the return flight. The Travel/Ticket Identification Information screen displays after initial reservations have been selected or after comments have been sent to the CTO when using the CTO assistance feature. The fields are populated with information from the traveler's permanent profile when available. All travelers must complete this screen once per document when reservations are requested. This information is used for the traveler’s Secure Flight Personal Data (SFPD) and will be transmitted by Transportation Security Administration (TSA) for watch-list screening. Check the Save changes to permanent traveler information box to save information to the permanent profile and document profile. If not selected, TSA Information will save for the document profile only. Select Save TSA Information. The Reservations Summary for the trip displays in the green block located at the top of the screen. As reservations are made, the information in the green block will be updated. Choose to select a departure flight and choose your preferred seat(s), if a seat map is available. If you indicated on the Trip Overview screen that a rental car is needed, DTS will display the Rental Car screen. If no rental car was selected, DTS will skip the Rental Car section. Results will be displayed based on your trip dates and destination. The results are listed from least to greatest total estimated cost for a compact car. The search may be modified, if necessary. Per DoD policy, the least expensive rental vehicle must be selected. If a more expensive car is chosen, the selection must be justified to the Authorizing Official before the authorization can be submitted. Choose next to the preferred rental car. Rental car information is now included in the Reservations Summary. If lodging was requested on the Trip Overview screen, DTS will display hotel names on the Lodging screen. The screen displays hotels based on the search criteria identified. Military members TDY to a U.S. installation are required to use government quarters, if available. Members must contact the lodging facility outside of DTS to make the arrangements. Members will then enter the lodging cost on the Per Diem Entitlements screen located in the Additional Options module. If necessary, the search may be modified using the Modify Search feature. Choose to view available rooms at that hotel. Scroll down and choose to reserve the room. After you finish making reservations, the Trip Summary screen will open. This screen presents information under two tabs – Payment Information, (which is the default screen) and Final Trip Itinerary.

Enter the number of miles from the departure point to the airport in the Miles field. Select outside the Miles field and DTS will compute the mileage cost. Select to save the entry. The Per Diem Entitlements screen permits a traveler to edit a document by changing per diem entitlements for lodging, duty conditions, meals, and leave. To update per diem entitlements: Select Per Diem Entitlements on the subnavigation bar. Select Edit next to the single date to be changed. -OR- Select Edit All to edit per diem entitlements on all TDY dates at the same time. The Per Diem Entitlements Detail screen opens. Complete the Values Apply Through field if changes are for multiple days in a row. Update the <entitlement> field if the cost differs from the amount shown. Section 1: Values Apply Through Explain to the participants that this section on the Per Diem Entitlements Detail screen is used to identify the single day or range of days for which you will be adjusting costs. The drop-down calendar may be used to specify the end date for a range. If the adjustment is for a single day, both dates will be the same. Section 2: Per Diem Rates Explain to the participants that the Per Diem Rates section is automatically populated. It will contain the cost of the selected lodging (or the default location rate if lodging reservations were not made through the Travel module) and the M&IE rate for their TDY location. You can replace the default lodging cost with the actual lodging cost, if necessary, in the field next to Lodging. If government quarters were directed, the cost of quarters will be entered here. The view expense details/currency calculator link is used to view expense options or convert a foreign currency into a U.S. dollar amount. Section 3: Duty Conditions Inform the participants that the Duty Conditions section displays a list of all Duty Conditions that can be indicated in DTS. Inform the participants that they can select any boxes that apply. Section 4: Meals Explain to the participants that the Meals section is used to update per diem entitlements for meals. The Available and Provided meal codes reduce per diem entitlements. The Available meal code will only compute when the TDY location is a military installation. Section 5: Other Per Diem Entitlements The Other Per Diem Entitlements section allows a traveler to change per diem reimbursement. The default value is No Other Per Diem Entitlements. Inform the participants that from here, the appropriate radio button can be selected for the per diem date(s) as it applies. Options include actual expenses for lodging, leave, OCONUS incidental amount, and others.

Accounting A line of accounting (LOA) identifies the source of travel funds. The Accounting Codes screen allows you to charge trip expenses to more than one LOA, if necessary. The DTS Additional Options module lets you update your personal profile, schedule partial payments, and request an advance. Access the Additional Options module by selecting Additional Options on the light blue navigation bar. Identify and show the three screens available on the sub-navigation bar to the participants: Profile Partial Payments Advances SHOW SLIDE 24: Additional Options NOTE: Reference DTS Guide 2: Authorizations, Chapter 6 The DTS Additional Options module lets you update your personal profile, schedule partial payments, and request an advance. Access the Additional Options module by selecting Additional Options on the light blue navigation bar. Inform the participants that you can use the Additional Options module to update personal profiles, request scheduled partial payments (SPPs) for trips in excess of 45 days, and arrange non-ATM advances if you do not have a GTCC. In the latter case, all future documents will access the updated information. Explain to the participants that you can view and edit four parts of the personal profile by using the options on the My Profile screen. At the bottom of each screen, select Update Personal Information to save changes only on the current document. If permanent changes are necessary, check Save changes to permanent traveler information box. The sections control the following information: My Profile: This allows the user/traveler to view and edit name, address, and other general information. My Preferences: This section is divided into six areas: Air Travel Preferences, Miles to Airport, Lodging Preferences, Rental Car Preferences, Passport Information, Miscellaneous, and Frequent Flyer Accounts. My Additional Information: This section is divided into three areas that deal with service or agency information and duty station information. There are also fields where the names of the AOs on your routing list can be updated. My Account Information: This section is used to update financial information such as a default LOA, or editing GTCC/EFT information. If a trip exceeds 45 days, the Scheduled Partial Payments (SPP) screen will allow the traveler to receive payment every 30 days for estimated expenses. DTS automatically adjusts payments if the trip is shortened or extended. If adjustments are made to expenses, DTS will recalculate the amounts of the SPPs that have not been submitted for payment. Select Partial Payments from the subnavigation bar. Select Schedule Partial Payments. A non-ATM advance is a payment that a traveler receives before trip departure. Non-ATM advances are typically limited to travelers who do not have GTCCs. When the traveler’s profile indicates they are authorized to receive an advance, the LOA the advance is being charged to must be selected.

Other Authorizations: The Other Authorizations screen allows travelers to add official statements that need to be printed on the travel authorization. When the traveler selects an item that may need further explanation to be considered for approval, (e.g., leave in conjunction with TDY, rental car other than compact, meals provided) DTS will automatically flag it as an authorization. DTS also allows travelers to add Other Authorizations (e.g., variations authorized) manually. Complete the Remarks field for the other Authorizations listed. . Select Add Additional Authorizations For This Trip. Scroll to view the Other Authorizations available. Check the appropriate boxes to select the other authorizations. Select Add. Complete the Remarks field for the Other Auths selected. The text entered in the Remarks field is the only information that will be printed on the authorization. Select Save and Proceed to Pre-Audits. Pre-Audit: The Pre-Audit screen displays any item that DTS has flagged in the document. DTS requires the traveler to justify certain items. Examples of such items include expenses that exceed DoD thresholds, or have had the method of reimbursement changed. DTS requires the traveler to justify all pre-audit flags in a document before signing it. Other flagged items are merely advisory and require no action. Complete the Justification to the Approving Official text boxes. Select to proceed to the Digital Signature screen. If the traveler made airline reservations or made a request for CTO Assistance, the Cancellation Warning screen opens. The warning notifies the traveler that if the document is not APPROVED or tickets issued at least 72 hours prior to departure domestic airline reservations will be cancelled. Domestic airline reservations booked within 72 hours of scheduled flight departure time must be approved and ticketed within 24 hours to avoid cancellation. The Cancellation Warning screen only applies to those flight reservations where the origin and destination are to and from cities within the 50 United States. Select OK. Enter password/PIN and select OK. Select Close Window in the top right corner. You will receive an notification when the AO approves the authorization.
