2. THE CHICAGO CONVENTION
In November 1944, at the invitation of the United States of America, 52 States met in Chicago to consider the problems of international civil aviation. The outcome was the Convention on International Civil Aviation.
The 96 articles of the Chicago Convention established the privileges and restrictions of all Contracting States and provided for the adoption of the International Standards and Recommended Practices (SARPS), as contained in the 18 Annexes of the Convention.
The International Civil Aviation Chicago Convention was the origin of the ICAO.

5. ICAO´S ORGANIZATIONAL STRUCTURE
THE ASSEMBLY
The Assembly is the Organization´s sovereign body. It comprises all Member States and each one has a voting right
The Assembly meets at least once each three years
Its main functions, besides electing ICAO´s Council and approving the Organization´s budget and expenses, are: to examine ICAO´s work regarding the Technical Cooperation Bureau. It also establishes guidelines for future work.

6. ICAO´S ORGANIZATIONAL STRUCTURE
THE COUNCIL
ICAO´S Council is the Organization´s executive body, therefore responsible before the Assembly. It is elected for a period of three years.
When electing Council Members, the Assembly should ensure that all member States are adequately represented in the following groups:
Most important States regarding air transportation;
States which contribute the most in the provision of premises and services for civil air navigation;
Designated States, so as to ensure that the main geographical regions in the world are represented before the Council.

7. ORGANIZATIONAL STRUCTURE
THE PRESIDENT OF THE COUNCIL
The President of the Council is elected for a period of three years and is eligible for re-election.
As set forth in Article 51 of the Chicago Convention, the functions of the President are, among others: on behalf of the Council, direct the work of the Organization and exercise its good offices in negotiating difficult issues regarding international civil aviation.

THE SECRETARIAT
The Secretariat is headed by the Secretary General, who is appointed by the Council and is the chief executive officer of the Organization. The Secretary General also serves as Secretary of the Council.
In addition to the Office of the Secretary General, which is responsible for financial issues, external relations, public information, evaluation and audit, as well as regional matters, the Secretariat comprises five main Bureaux:

Initiate and assist in programming and identification of potential civil aviation projects within respective regions.
Prepare and revise project outlines, proposals and documents, assessing their compatibility with technical standards.
Represent TCB in the process of obtaining project approvals.
Assess suitability of experts, training courses & equipment for TC projects.
Provide technical support to field personnel.
Monitor execution of projects through:
Frequent communication with civil aviation administrations, UNDP HQ & field offices, funding institutions, Project Coordinators & ICAO Regional Offices;
Missions to the field; and
Reports on project achievements & problems received from the field.

14. TCB: FIELD PERSONNEL SECTION (FPS)
Responsible for the recruitment of personnel for technical co-operation field programme.
Arranges for appointment of selected candidates and administers the conditions of service of field staff in accordance with provisions of ICAO Field Service Staff Rules and ICAO Field Personnel Instructions Manual.
Develops standards for establishment & grading of field posts.
Negotiates with States on availability & release of technical co-operation experts
Ensures speedy and efficient management of all aspects of personnel administration of field staff.
Works closely with ICAO Personnel Branch on matters of common concern.

15. TCB: PROCUREMENT SECTION (FPRO)
Responsible for procurement of equipment, supplies & related consultancy services for TC programme.
Specific functions are:
Investigate sources of supply
Obtain price quotations
Negotiate with suppliers on specifications, prices & delivery
Evaluate tenders
Prepare contracts
Arrange for documentation, insurance, shipping & installation.
Maintain close liaison with civil aviation departments, ICAO field staff & Field Operations Sections on matters of specifications & cost ceilings.
Responsible for the operation of Civil Aviation Purchasing Services (CAPS).

16. TCB: PROGRAME BUDGET UNIT (PBU)
Administratively responsible to D/TCB but under the functional direction of the Chief, Finance Branch.
Responsible for day-to-day financial control of all TC activities, including:
Certification of funds available for project expenditures;
Preparation of Trust Fund Project Budgets;
Establishment of obligations;
Preparation of AOSC budgets & control of AOSC expenditures;
Preparation of financial reports & statements related to TC activities;
Forecasts of income & expenses
Coordination with Finance Branch concerning receipt of TC funds & their prudent investment.

17. TCB: FELLOWSHIPS UNIT (FSU)
Objective: To provide basic civil aviation skills or advanced training to qualified candidates, with preference for Fellowship training in developing countries in order to promote civil aviation self-sufficiency.
Training in developing countries may be processed and awarded by Regional Offices while training in developed countries is handled at HQ.
Works closely with Field Operations Sections in Fellowship nomination and award process.
Proposes training programme, including training institution, once ICAO Fellow is identified.
Coordinates payments to Fellows and training institutions.
Prepares monthly summary of implementation status of Fellowships, by project and by country.

18. SUPPORT FROM: Air Navigation Bureau (ANB) & Air Transport Bureau (ATB)
Provide technical inputs during project formulation and implementation
Take part in TCB planning missions, seminars or short consultancies
Coordination with ANB on TRAINAIR activities and with ATB on Aviation Security matters.
Legal Bureau (LEB)
Provides legal advices and inputs on TCB contracts, agreements and memorandum of agreement.
Finance Branch (FIN)
Provides functional direction to PBU in carrying out day-to-day financial control of all TCB activities.
Works closely with FSU in Fellowship payment procedure.
Personnel Branch (PER)
Provides personnel staffing at Headquarters.
Assists FPS in matters of common interest.

19. SUPPORT FROM: Regional Offices assist TCB in the following:
Award of Fellowships for training at Centres located in the respective regions;
Briefing and debriefing of TC project staff en route to or back from assignments;
Coordination in certain cases of field experts assigned to inter-country projects;
Project identification, design & formulation (as required);
Monitoring of project implementation;
Participation in backstopping, planning, technical & other missions;
Review of draft project documents, Project Progress Reports, Project Terminal Reports & Tripartite Review Reports;
Occasional attendance on TCB behalf at regional meetings involving TC activities.

23. OVERHEADS
Operational costs of TCB are financed mainly from overhead charges levied on actual project expenditures of the Technical Co-operation Programme.
For non-UNDP funded projects, TCB calculates the actual costs of its inputs in the form of experts, fellowships and equipment, and adds to the total cost of these inputs the appropriate percentage overhead rate as compensation for execution of project.

28. Bosnia and Herzegovina
Background History:
May 1996 – Upon the request of IFOR and OHR, ICAO Needs Assessment Team visits Bosnia to assess the situation and assist in determining means required to provide for air traffic services (ATS) for civil operations at the Sarajevo airport.
1999 –ICAO reached an agreement with EC to implement project “Assistance to Bosnia & Herzegovina in the field of Civil Aviation” (BIH/99/901).

31. TCB & UN Transitional Administration in East Timor (UNTAET)
Background History:
Oct 1999 – UN establishes UN Transitional Administration in East Timor (UNTAET).
Jan 2000 –ICAO, in response to UNTAET request, conducts fact-finding mission to Dili, East Timor.
Following the mission, an Inter-Agency Service Agreement was concluded with the UN Field Administration and Logistics Division, Department of Peacekeeping Operations (FALD/DPKO).

32. TCB in Afghanistan
UN Sanctions Committee (UNSC) on Afghanistan approved the resumption of CAPS procurement. As a precondition for IATA’s transfer of funds from overflight charges collections to the Ministry of Civil Aviation and Tourism (MCAT) of Afghanistan, ICAO and IATA were both mandated to conduct bi-monthly surveys of MCAT and its related expenditures. The first survey took place in March 2001.

Colombia: Master Plan for the Development of Civil Aviation
Duration: 6 years
MAIN OBJECTIVES:
i) Establishment of an Air Navigation Development Master Plan to identify the different factors to be taken into consideration in managing the air traffic infrastructure;
ii) Assistance in the preparation of specifications and procurement of infrastructure materials, as well as study, design, construction, maintenance, repair, reconfiguration, expansion and improvement of the country’s airports;
Introduction of the TRAINAIR methodology at the Aeronautical Studies Centre;
Institutional strengthening of the Civil Aviation Department;
v) Planning and implementation of CAD’s recruitment and training programmes.
