Helps nations establish and implement ICT policies and regulations to attract private investment, foster competition, lower prices, introduce new services, enhance network security, and expand access—especially to rural and socially disadvantaged populations

Integrates technology into development activities—e.g. government services online, civil society digital networks, farmers and local businesses accessing global markets, and training. Also ensures access for the traditionally disadvantaged (women, the poor, the disabled, and those living in rural areas).
