9 Cities and consortia Leading cities: implement integrated approach, ambitious mix of relevant measures Learning cities: learn, prepare plan, small tests Consortia: three leading cities, at least one from new MS up to two learning cities focus on small and medium sized cities each city in different country providing added value not for ‘old’ CIVITAS cities, except ‘followers’ becoming leading cities CIVITAS Forum 2006 l 25 September 2006 l Burgos l M.
