4 United States President Franklin Roosevelt once called Jane Addams “Chicago’s most useful citizen”.
Adams earned that praise by doing something for her community that its people could not do on their own. She started what became the best-known community center in the United States- Hull House

5 Public Service Public Service is doing work for the good of the community

6 Both Jane Addams and Virginia Ramirez believed in Public Service

7 Virginia Ramirez Her neighbors’ houses were falling apart, and she decided to something about it. She began working with a community group She learned to speak out at public meetings and work with others to solve problems.

8 Virginia Ramirez She had good citizenship skills.
She believed in fair and equal treatment for all citizens. Through her efforts, new houses were built and old houses were repaired.

Elected The people of a community elect or choose by voting Appointed Some leaders are not elected. They are chosen by the government to do certain jobs. Government leaders may appoint or name people to do these jobs

21 Authority Authority is the right that leaders have to give orders, make decisions, and take actions.
