2 Data Access/Sharing Why it is important…
Countries need COMPLETE data for their fleets to satisfy WCPFC obligations (reporting, MCS, etc.) Countries need COMPLETE data for fishing in their EEZs -- monitor, manage and conserve local stocks Countries want to avoid duplicating data entry E-Reporting will need clear rules to ensure efficient data flow

5 Data Access/Sharing Current Issues
NTSA has shown great potential, but… Not yet ratified by all countries (... Implications) Some areas yet to be clarified… WCPFC Data Dissemination rules provide a basis, but… Some CCMs have yet to use it WCPFC data have gaps in operational data With all mechanisms available, the complexities in the interpretation of “…who should access what ?” Added “some” – to the second to last bullet point

6 Data Access/Sharing TUFMAN 2 – how data are shared…
Uses NTSA, but with practical considerations (not yet unconditional). Shares other countries’ data … if activity in your EEZ if your flagged vessel Where not NTSA, some sharing relies on licensing US PS Treaty  by EEZ only FSM Arrangement  based on FLAG and EEZ Japan  based on EEZ Countries that have not ratified NTSA data sharing will be restricted under TUFMAN2 and will impact on the sharing to other countries…
