Because soluble pollutants, once they are contained in runoff, are extremely difficult to remove, prevention or reduction on the land surface that generate stormwater, as achieved through Non-Structural BMPs described in Chapter 5, is the most effective approach. The control of nitrate from new development should focus on reduction of fertilizer applications rather than removal from runoff. Defining distinction for the Non-Structural BMPs is their ability to prevent stormwater generation and not just mitigate stormwater-related impacts once these impacts have been generated. Prevention and Non-Structural BMPs go hand in hand and can be contrasted with Structural BMPs that provide mitigation of those stormwater impacts, which cannot be prevented and/or avoided. 1 point
